APPROACHES TO DEVELOPMENT OF THE CHILD SUPPORT GRANT SCHEME: A CASE STUDY OF SAMUT PRAKAN PROVINCE

Abstract

This research aimed to 1) to analyze problems and obstacles in the acquisition process of the child support grant scheme and 2) to lead to suggestions for the development of the child support grant scheme. This is qualitative research, including documentary research, literature review, in-depth interviews, and focus group discussions with key informants, involving government officers at the central, regional, and local levels, as well as parents who participated in the scheme and those who met the scheme criteria but did not participate, totaling of 28 persons. According to the research findings, implementers and related organizations perceived and understood the scheme differently. The criteria for certifying the status of low-income households could not accurately screen the target, causing the political interest in the community. Furthermore, difficulties were found in procuring documents, finding certifiers for income household status, and experiencing instability of “Ngœ̄ndek” application system, including a delay in the first payment of the subsidy. However, the author suggests that the approaches to develop the scheme should be in short term, such as public relations through online platforms and improve the stability of Ngœ̄ndek application system and database system of the scheme, and medium-term, including collecting registration data, investing in personnel at regional level. In long term, scrutinizing fiscal capacity and approaches for transferring missions to local government organizations. For the better of implementing the scheme and the improvement of children’s lives.
