Legislative Proposals on Animal Welfare in Air Transport: A Study on Finnish Law

Currently, there is an awareness that animal welfare must be protected because animals have mind and feelings as same as human. Therefore, it is necessary to transport animals by air in a quick and safe manner. In 2019, Thailand has a regulation on the welfare of animals during transport; however, it prescribes a general guideline. There is neither clear nor comprehensive detail in all aspects of animal transport. Moreover, its penalties are ineffective. This paper, hence, analyzes the current problems of Thailand's animal welfare in air transport law, compares them to the laws in Finland, and proposes guidelines for legislation on animal welfare in air transport.
