ABSTRACT
The 21st century learning management focuses on students' critical thinking and creative thinking skills. They can freely express opinions and learn through hands-on practice to stimulate the most efficiency and effectiveness for the students. Therefore, the teaching model to develop the potential of the learners to have analytical and creative thinking skills is essential to the teaching and learning process of this century. This corresponds to the main goal of constructionism theory to promote thinking skills through activities under a learning environment that promotes learning. The learning management process of the pilot school focusing on pre-tertiary education has a total of 8 steps from embedded studies and the researcher's work experience in this school. As a result, the researcher was able to synthesize existing teaching and learning processes and develop into a theoretical learning management process including 7 steps which are suitable for the context of the higher education learners: 1) problem survey, 2) project topic analysis, 3) joint mission, 4) stimulus and reinforce, 5) conclusion through storytelling, 6) integration, and 7) evaluation. This process was analyzed and developed to accommodate the teaching and learning process at the tertiary higher education level, and to be consistent with the development of learners to have critical and creative thinking skills that are important to learners in the 21st century.
