Abstract
The government allocates the budget for education as the highest priority, for sustainable development the country. The epidemic of coronavirus disease 2019 (COVID-19) has created a new normal that is different from the past or the new lifestyle. that people's changed lifestyles. There has been changes in various fields, especially to use digital technology. have a policy for schools adjust budget management in the situation of the epidemic of Coronavirus Disease 2019 (COVID-19). the author found Secondary School Budget Management have four related frameworks: finance, accounting, procurement and operating performance control. The secondary schools that require changes management in new normal, including: Schools must have a budget plan to allocate supplies for the coronavirus disease 2019 (COVID-19) prevention measures. Accounting procedures must be accurate and update. use technology to management. Every step must follow the process, have verifiable evidence. So the needs assessment is effective management tool, can used to formulate plans that are consistent with the needs of the organization. it's clear and can answers people about how to use resources to improve work and ensure the organization's needs. Therefore, the concept of needs assessment was applied in the development. To formulate strategies and solutions. using techniques to prioritize problems The findings in all steps to provide information to support management decisions.
