Development Of A Model To Promoting Accountability For Educational Quality Assurance Outcomes In The Administration Of Schools Under Chiang Rai Municipality

Abstract
This research aimed to develop a model for enhancing accountability for educational quality assurance outcomes in school administration under Chiang Rai Municipality. The study was conducted in three phases: (1) to examine the components of promoting accountability for educational quality assurance outcomes in school administration, (2) to analyze the current conditions, desired conditions, and essential needs for enhancing accountability for educational quality assurance outcomes in schools under Chiang Rai Municipality, and (3) to develop and evaluate a model for promoting accountability for educational quality assurance outcomes in school administration under the municipality. The target population comprised schools under Chiang Rai Municipality. A purposive sampling method was used to select 22 participants, including school administrators, heads of educational quality assurance departments, and municipal policy-level administrators. Additionally, seven experts participated in a panel discussion, and five experts were involved in model evaluation. The research instruments included document synthesis forms, structured interviews, and model evaluation forms. Data were analyzed using mean, standard deviation, priority needs index, and content analysis.
