การปฏิบัติงานของคณะกรรมการสถานศึกษาขั้นพื้นฐาน โรงเรียนเอกชนในจังหวัดลำปาง

การวิจัยมีวัตถุประสงค์เพื่อศึกษาสภาพการปฏิบัติงานสภาพ ปัญหา และแนวทางการแก้ปัญหา ของคณะกรรมการสถานศึกษาขั้นพื้นฐานในโรงเรียนเอกชนจังหวัดลำปาง กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ คณะกรรมการสถานศึกษาขั้นพื้นฐานโรงเรียนเอกชนในจังหวัดลำปาง จำนวน 17 โรงเรียน จำนวน 153 คน

ผลการศึกษาสรุป พบว่า การปฏิบัติงานโดยรวมมีการปฏิบัติในระดับปานกลาง เมื่อพิจารณาเป็น รายด้านพบว่า ด้านที่มีการปฏิบัติมาก คือ ด้านให้ความเห็นชอบในแผนปฏิบัติประจำปีของสถานศึกษา รองลงมาได้แก่ ด้านพิทักษ์สิทธิเด็ก ด้านกำหนดนโยบายและแผนพัฒนาของสถานศึกษา ส่วนประเด็นที่มี การปฏิบัติน้อยกว่าด้านอื่น คือ ด้านส่งเสริมให้มีการระดมทรัพยากรเพื่อการศึกษา ตลอดจนเป็นวิทยากร ภายนอกและภูมิปัญญาท้องถิ่น เพื่อส่งเสริมพัฒนาการของนักเรียนทุกด้าน รวมทั้งสืบสานจารีตประเพณี ศิลปวัฒนธรรมของท้องถิ่นและของชาติ

ปัญหาการมีส่วนร่วมในการปฏิบัติงานของคณะกรรมการสถานศึกษาขั้นพื้นฐานโรงเรียนเอกชน ได้แก่ปัญหาการปฏิบัติตามบทบาทหน้าที่ เช่น การขาดความรู้ความเข้าใจในบทบาทหน้าที่ ปัจจัยทาง เศรษฐกิจ สังคมและวัฒนธรรม การมีเวลาไม่เพียงพอ สำหรับแนวทางในการแก้ปัญหาได้แก่ การจัด ประชุมชี้แจงทำความเข้าใจในหลักการ จุดมุ่งหมายของการจัดการศึกษาและการปฏิบัติงานของคณะกรรม การฯ ที่เกี่ยวข้องกับสภาพปัจจุบันของเศรษฐกิจ สังคม และวัฒนธรรม

Abstract

This research was aimed to study the performance of the school board members and to seek for the problem and its appropriate ways to solve the problems of the private schools in Lampang province. The studied sample consisted of 153 school board members from 17 private schools. The instrument used to collect the data was the set of questionnaires and the collected data were analyzed through the application of frequency, percentage, mean, and standard deviation.

The research results indicated that the school board member performance was rated at a moderate level. Considering each aspect, it was found that the annual operational plans approval was performed the most followed by student right protection, setting up the policy, and school development plan. The issues that were performed less than the others were encouraging the mobilization of resources for education as well as being outside speakers and local wisdom in order to promote the student development in all aspects including cultural heritage and customs of the local and national were in descending order.

For the problems, it was indicated that the lack of knowledge on functions and roles of the board members, the inappropriate time to perform the functions were the major problems. Regarding the ways to solve the problems, the board member meeting in order to promote the knowledge concerning the roles and functions of board member, the state of economic, society, community and the principle and the aims of education were mentioned.
