การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อประเมินกระบวนการจัดทำแผนยุทธศาสตร์การพัฒนาเทศบาล ตำบลทากาศ และเพื่อศึกษาแนวทางในการแก้ไขปัญหาและ อุปสรรคในกระบวนการจัดทำแผน ยุทธศาสตร์การพัฒนาเทศบาลตำบลทากาศ การประเมินใช้ข้อมูลที่จัดเก็บจาก 2 แหล่ง คือ ข้อมูลจาก เอกสารที่เกี่ยวข้อง และข้อมูลที่ได้จากการสัมภาษณ์ผู้ที่เกี่ยวของ จำนวน 14 คน เกณฑ์และตัวชี้วัดที่ใช้ใน การประเมินกระบวนการจัดทำแผนยึดตามคู่มือการจัดทำแผนพัฒนาท้องถิ่นและระเบียบกระทรวง มหาดไทยว่าด้วยการจัดทำแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น พ.ศ. 2548 ตลอดจนยึดหลักการ แนวคิด และทฤษฎีในการวางแผน

ผลการศึกษา พบว่า กระบวนการจัดทำแผนยุทธศาสตร์การพัฒนาเทศบาลตำบลทากาศ มีความถูกต้องเหมาะสมตามหลักการแนวทางการจัดทำแผนตามคู่มือการจัดทำแผนพัฒนาท้องถิ่นและระเบียบ กระทรวงมหาดไทยว่าด้วยการจัดทำแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น พ.ศ. 2548 ส่วนมากอยู่ใน ระดับพอใช้ คิดเป็นร้อยละ 57.68 ส่วนน้อยมีคะแนนอยู่ในระดับปรับปรุง กล่าวคือ ไม่ดำเนินและหรือมี การดำเนินแต่ไม่สอดคล้องกับหลักการหรือวิธีปฏิบัติในการวางแผนที่ถูกต้องเหมาะสม ได้แก่ การเตรียม ความพร้อมบุคลากรและผู้ที่เกี่ยวให้มีความรู้และทักษะในการวางแผนอย่างเหมาะสม การจัดประชาคม วางแผนยุทธศาสตร์การพัฒนาให้ครอบคลุมสภาพปัญหาและความต้องการของท้องถิ่น กระบวนการ รวบรวมข้อมูลการวิเคราะห์ข้อมูลที่ครอบคลุมครบถ้วน การจัดลำดับความสำคัญของปัญหาตามวิธีการ Rating Scales การดำเนินการประเมินสถานภาพการพัฒนาของท้องถิ่นในปัจจุบัน การนำผล การวิเคราะห์ศักยภาพการพัฒนาของท้องถิ่นและผลการประเมินสถานภาพการพัฒนาท้องถิ่นปัจจุบัน มา พิจารณากำหนดวิสัยทัศน์ ภารกิจหลัก จุดมุ่งหมาย การกำหนดวัตถุประสงค์การพัฒนา การกำหนด ยุทธศาสตร์และแนวทางการพัฒนาโดยการนำผลการวิเคราะห์สภาพแวดล้อมมาจัดทำเป็นตารางวิเคราะห์ เชิงยุทธศาสตร์เพื่อคัดเลือกยุทธศาสตร์และแนวทางการพัฒนา การกำหนดตัวชี้วัดและเป้าหมายให้ครบ ถ้วนตามแนวทางการพัฒนา การวิเคราะห์ความเป็นไปได้ในการใช้ทรัพยากรที่มีอยู่จริงโดยพิจารณาจาก ศักยภาพและข้อจำกัดที่มีอยู่ และการจัดลำดับความสำคัญหรือความเร่งด่วนไว้ เมื่อเป้าหมายมากกว่าหนึ่ง เป้าหมาย

Abstract

This independent study had the objectives to assess the development strategic plan process of Thakat Sub-district Municipality (TSM) and to examine guidelines for problem solving and barriers in the plan process. The assessment used data collected from two sources: related literature and interviews of 14 concerned persons. The criteria and indicators used in the assessment process were from local development plan manual and the Ministry of Interior’s regulations concerning Local Government Development Plan Act B.E. 2548 (A.D. 2005) and from the planning’s principles, guidelines and theories.

The results of this study were as follows: The TSM strategic plan process was correct and appropriate according to the Manual for Local Development Plan and Ministry of Interior’s regulations concerning the Local Government’s Development Plan Act B.E. 2548 and the majority of them were in sufficient level at 57.68% and the minority was at improvable level as they did not perform or performed, but action was not consistent with the principles or practice for correct and appropriate planning such as preparing the concerned personnel and staff to have suitable planning knowledge and skills. Therefore, the arrangement of public forum planning the development strategy covering all problem conditions and needs, the comprehensive data collection and analysis process, and prioritizing of problems accordingly using rating scales were needed to prepare. Moreover, they should prepare the present assessment of local development conditions, the use of potential analysis of local development and the results of present local development to consider in the specifications of vision, mission, objectives, development objectives, strategic assignment, and development guidelines by using environment analysis to make strategic analysis tables to select strategies and development guidelines. They also had to arrange the specifications of indicators and targets completely according to the development plan, and the analysis of possibility in using available resources by considering existing abilities and limits and the prioritization of importance or urgency when there are more than one targets.
