บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อประเมินการบริหารการบริหารคุณภาพการจัดการศึกษาระดับ อาชีวศึกษาของวิทยาลัยการอาชีพเกาะคา อำเภอเกาะคา จังหวัดลำปาง

การศึกษาครั้งนี้ เป็นการวิจัยแบบผสานวิธี (Mixed Methrology) โดยประชากรที่ใช้ในการศึกษา แบ่ง เป็น 2 กลุ่ม ได้แก่ 1) ผู้บริหารจำนวน 1 คนโดยการสัมภาษณ์ 2) ข้าราชการครู พนักงานราชการครู ครูพิเศษโดย ดำเนินการสำรวจความคิดเห็น จำนวน 49 คน รวมเป็น 50 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่า เฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า

ด้านการวางแผนการปฏิบัติงานในความคิดเห็นของบุคลากรที่มีต่อการบริหารคุณภาพการจัดการศึกษา ระดับอาชีวศึกษาของวิทยาลัยการอาชีพเกาะคานั้นอยู่ในระดับปานกลาง ซึ่งมีการจัดทำระบบสารสนเทศเพื่อ การบริหารผ่านระบบเครือข่ายของวิทยาลัยในระบบ E – Service การจัดทำแผนก็จะศึกษาข้อมูลจากการทำ SWOT ของสถานศึกษา มีการประชุมร่วมกันเพื่อชี้แจงแนวทางการบริหารงานและจัดทำปฏิทินปฏิบัติงานเพื่อให้ทราบ แนวทางการทำงานของแต่ละฝ่ายและครูก็จะมีส่วนร่วมจากการทำแผนปฏิบัติราชการประจำปีงบประมาณ

ด้านการดำเนินงานตามแผนในความคิดเห็นของบุคลากรที่มีต่อการบริหารคุณภาพ การจัดการศึกษา ระดับอาชีวศึกษาของวิทยาลัยการอาชีพเกาะคานั้นอยู่ในระดับปานกลาง ซึ่งการดำเนินการตามแผนการบริหาร วิทยาลัยจะมีการประชุมเพื่อชี้แจงแนวทางการดำเนินงานและมีการสรุปรายงานการประชุมของผลการดำเนินงาน เท่าที่ผ่านมาเพื่อหาข้อคิดเห็นว่าจะต้องปรับปรุง พัฒนาและเพิ่มเติมอะไรบ้าง การดำเนินงานนั้นมีปฏิทินปฏิบัติ งานเพื่อให้ทราบแนวทางการทำงานและมีการเผยแพร่ผลการดำเนินงานเป็นข้อมูลสารสนเทศ

ด้านการตรวจสอบประเมินผลในความคิดเห็นของบุคลากรที่มีต่อการบริหารคุณภาพ การจัดการศึกษา ระดับอาชีวศึกษาของวิทยาลัยการอาชีพเกาะคานั้นอยู่ในระดับปานกลาง ซึ่งมาจากการทำรายงานผลการดำเนิน งานการจัดการศึกษาของวิทยาลัยการอาชีพเกาะคาประจำปีการศึกษานั้นๆ มีการประเมินตามมาตรฐาน การอาชีวศึกษา มีการสรุปผลการประเมินเพื่อหาจุดเด่น จุดด้อยที่ต้องพัฒนาของวิทยาลัยโดยทุกคนมีส่วนร่วม มี การติดตาม ตรวจสอบนโยบายของกระทรวงศึกษาธิการที่เข้ามาตรวจสอบการปฏิบัติงานและยังมีตัวชี้วัดและ เกณฑ์ความสำเร็จขององค์กรผ่านระบบควบคุมผลงานเชิงประจักษ์

ด้านการนำผลการประเมินมาปรับปรุงในความคิดเห็นของบุคลากรที่มีต่อการบริหารคุณภาพการจัดการ ศึกษาระดับอาชีวศึกษาของวิทยาลัยการอาชีพเกาะคานั้นอยู่ในระดับปานกลาง ซึ่งมีการจัดทำระบบการบริหาร จัดการอาชีวศึกษา RMS 2007 ที่เป็นระบบการจัดการสารสนเทศในระบบบริหารจัดการบุคคลและระบบงาน สารบรรณและนำสรุปผลการดำเนินงานของแผนปฏิบัติการประจำปีนำมาทำเป็น SWOT ต่อไป โครงสร้าง การทำงานก็ปรับเปลี่ยนตามลักษณะงานและเปลี่ยนตามบริบท ปรับปรุงการมอบหมายงานตรงตามความสามารถ ของบุคคล

Abstract

This research had the objective to assess the quality of educational management of the vocational certificate level of Ko Kha Vocational College, Ko Kha District, Lampang province.

This research is Mixed Methodology studies using the two groups of population: 1) one executive by interview and 49 government official teachers, government staff teachers, special teachers by questionnaire totaled 50 persons. The statistics used to analyze data were percentage, means and standard deviation. The results showed as follow: For operational planning, the opinions of the personnel towards the quality administration of the vocational certificate level in educational management of KVC were at the medium level. There were information for administration system through network of the college called E-Services, plan managing and the SWOT analysis data of the college, meetings to inform administrative policies and work operation calendar telling works of different divisions and the teachers could participate in the fiscal year governmental operations plan.

For plan implementation, the opinions of the personnel towards the quality administration of the implementation of the plan were at the moderate level. Those operations were meetings to inform the operations procedures and to conclude the reports of the operations to get ideas to improve, develop and add up. The operations had a work calendar telling work flow and work distribution as information.

For Checking and evaluation, the opinions of the personnel towards the quality administration in the educational management of the vocational certificate level were at the moderate level. The results were from the annual education operational reports of KVC in each year. There were evaluations according to the Vocational Education Standards, summaries of evaluations to find strengths and weakness needed for development of the college with everyone’s participation. There were follow-ups, checking of policies of the Ministry of Education for the operations with indicators and success criteria of the organization through evidenced work control system.

For using assessment results for improvement, the opinions of the personnel towards quality administration of the vocational certificate level in educational management was at the moderate level by having the Vocational Education Administration and Management System RMS2007 which was the system for information management of the personnel and document system and used the results of the annual operations of the year for the next SWOT analysis. The work structure changed according to the characteristics of work and contexts. There was improvement in work allocation according to individual abilities.
