การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการดำเนินงานระบบสารสนเทศในสถานศึกษาขนาดเล็ก กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษาและครูในสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาการประถม ศึกษาลำปาง เขต 1 จำนวน 234 คน เก็บรวบรวมข้อมูลโดยใช้ แบบสอบถาม และแบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ ข้อมูลโดยใช้ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า สภาพการดำเนินงานระบบสารสนเทศในสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่ การศึกษาการประถมศึกษาลำปาง เขต 1 ทุกขั้นตอนมีการปฏิบัติอยู่ในระดับมาก ได้แก่ การรวบรวมข้อมูล การจัดเก็บข้อมูล และสารสนเทศ การนำเสนอข้อมูลและสารสนเทศ การประมวลผลข้อมูล และ การตรวจสอบข้อมูล ตามลำดับ

สำหรับปัญหาการดำเนินงานระบบสารสนเทศในสถานศึกษาที่สำคัญ ได้แก่ บุคลากรมีจำนวน ไม่เพียงพอ ข้อมูล ที่ได้ไม่มีความเป็นปัจจุบัน บุคลากรขาดความชำนาญงานในการตรวจสอบข้อมูล บุคลากร ขาดความรู้ความสามารถใน การใช้โปรแกรมการวิเคราะห์ข้อมูลสารสนเทศ สถานศึกษามีช่องทางใน การนำเสนอข้อมูลน้อย สถานศึกษาขนาดเล็กโดยส่วนใหญ่มีการประชาสัมพันธ์ไม่น่าสนใจเท่าที่ควร สถานศึกษา มีการจัดเก็บข้อมูลและสารสนเทศไม่เป็นระบบ

ส่วนแนวทางแก้ไขปัญหา คือ ควรจัดหาบุคลากรผู้รับผิดชอบระบบสารสนเทศโดยตรง มีการตรวจสอบข้อมูล ให้เป็นปัจจุบัน มีการอบรมพัฒนาความรู้ เพิ่มช่องทางในการนำเสนอข้อมูลและสารสนเทศ มีการประชาสัมพันธ์ใน รูปแบบที่หลากหลาย และมีการจัดเก็บข้อมูลและสารสนเทศให้เป็นระบบ

Abstract

The objective of this study was to assess conditions and problems involving the operation of information systems in schools. The sample group consisted of 234 school administrators and teachers in the small schools attached to the office of Lampang Primary Educational Service Area 1. The research instruments used were a five-level ratings-scale questionnaire and a structured interview. The statistics used in analyzing the data were frequency, percentage, mean, and standard deviation.

It was found that the operation of information systems in the schools attached to the office of Lampang Primary Educational Service Area 1 occurred at a high level for all stages. In order of highest to least performance, these levels included data collection, data and information storage, data and information presentation, data processing, and data validation.

Particular problems found with the operation of information systems in the schools included insufficient staffing, out-of-date data, lack of staff expertise regarding data validation, lack of knowledge and ability among staff regarding use of data analysis programs, few avenues for presentation of data among schools, insufficiently interesting public relations among the majority of small schools, and disorganized storage of data and information by schools.

The solutions to these problems include creation of a staff position directly responsible for information systems, regular verification that data is up-to-date, training and knowledge development, expansion of channels for presentation of data, multi-format public relations, and organized storage of data and information.
