Development Guidelines of Personnel Administration in Private Schools under Kamphaeng Phet Primary Educational Service Area Office 2
The purposes of this research were to study states for development of personnel administration in private schools under Kamphaeng Phet Primary Educational Service Area Office 2, to explore problems for development of personnel administration in private schools under Kamphaeng Phet Primary Educational Service Area Office 2, and to survey guidelines for development of personnel administration in private schools under Kamphaeng Phet Primary Educational Service Area Office 2. The research had two phases. Phase 1 The study sample consisted administrators and teachers in the schools under Kamphaeng Phet Primary Educational Service Area Office 2 totaling 199 persons. The instruments used for collecting the data were a questionnaire and interview. The collected data were statistically analyzed by using percentage, mean, and standard deviation. Phase 2 was collected data by interviewing 17 specialists. The data were analyzed through the results of content analysis.
The results revealed that 1) the states for development of personnel administration in private schools under Kamphaeng Phet Primary Educational Service Area Office 2 were performed at moderate level. 2) Problems for development of personnel administration in private schools under Kamphaeng Phet Primary Educational Service Area Office2 were performed at moderate level. 3) Guidelines for development of personnel administration in private Schools under Kamphaeng Phet Primary Educational Service Area Office 2 were described as follows.
The recruitment. Educational institutes should provide a range of information and motivation to encourage their potential to apply for a job. The merit system and ethics should be used in recruitment to provide opportunities for those with the ability to register operations. Experiments were conducted in the proper position. Should recruit people with the knowledge and feature needs.
The personnel development. The school should provide project development of personnel; prepare materials, teaching medias for teachers adequately, assessment practices to achieve self-development, support personnel to train with other organizations, encourage teachers and staff to attend the training seminar, and study according to their own interests and agencies regularly.
The maintenance personnel. The school should appoint clear guidelines for the maintenance personnel in written document; teachers get paid on special education on holidays or after school. Teacher have the right to take days off as government officials. Employees are entitled to have life insurance and social security. To satisfy the most focused on caring for the welfare of the people. Should encourage the employees to have the option to pay compensation according to individual preferences. Supports the various opinions of the personnel people to bring for planning maintenance personnel and build morale.
The personnel out of work. The adminstrators should clarify why the employees to be out of a job. Update on personnel costs out of work. When people want to make a voluntary retirement, the school provides facilities to obtain benefits from the work.
