Guidelines for Governmental Work Performance Evaluation of Personnel under the President Office, Lampang Rajabhat University

The study titled “Guidelines for Governmental Work performance Evaluation of Personnel under the President Office, Lampang Rajabhat University” had the objectives to 1) study the governmental work performance evaluation system of personnel under the President Office, Lampang Rajabhat University and 2) to find guidelines to improve the work performance evaluation for personnel under the President Office, Lampang Rajabhat University by using the 5 work performance evaluation process consisted of specifying the evaluation objectives, specifying the format used in the evaluation, specifying the person doing the evaluation, specifying the evaluation method, the result analysis, and using as guidelines for evaluation. The sample group in this study was supporting government officials in the category of the executives totaled 4 persons and supporting staffs in the category of academic supporting staff totaled 36 persons. Data collection was by in-dept interviews and focus groups. The results of the study could be summarized as follows:

For specifying the evaluation objectives, it was found that the evaluation of governmental work performance and the objectives were clear and suitable according to the criteria of the Lampang Rajabhat University Announcement. For the evaluation format, it was in accord with the Lampang Rajabhat University Announcement in the topic of signing the Term of Reference and work performance evaluation for civilian governmental officers in tertiary institutes and university officers under Lampang Rajabhat University and the Lampang Rajabhat University Regulations concerning Principles and Method of Governmental Work Performance of Civilian Government Officers in Tertiary Institutes A.D. 2011. For specifying the evaluating person, it was found that the specifications were according to the university announcement and for the method of evaluation, it was found that the method used in the governmental work performance evaluation both in the past and at present covered both quality and quantity and the work performance evaluation of the personnel considered many sides of work in the evaluation of the personnel’s work performance. For analysis and usage of results, it was found that the superiors evaluated the staff from the results of their work and the number of work hours to calculate the percentage of the scores and reported according to the levels of the evaluation.

For the guidelines to improve the governmental work performance evaluation of personnel under the President Office, Lampang Rjabhat บทivesity, it was found that there were suggestions to include the issue of participation in the university activities in the specifications of evaluation objectives to encourage the personnel to realize the importance of activity participation with a motivational process so the personnel get interest and attend the meetings informing the evaluation criteria and standards that will help understand the principle of governmental work performance evaluation, objectives and formats clearer and in the same direction.
