แนวทางการปรับปรุงสภาพแวดล้อมและการจัดการเพื่อส่งเสริมการเดินและการใช้จักรยานด้วยแนวคิดการขนส่งอย่างยั่งยืน: กรณีศึกษาเขตการศึกษาสวนสัก มหาวิทยาลัยเชียงใหม่

การส่งเสริมให้เกิดการเดินเท้าและการใช้จักรยานในมหาวิทยาลัยขนาดใหญ่ตามแนวคิดการขนส่งอย่างยั่งยืนมีด้วยกันหลายวิธี เช่น การวางแผนการใช้ที่ดินร่วมกับระบบสัญจร การออกแบบและจัดการให้เกิดการเดินเท้า การใช้จักรยานและรถสาธารณะภายในมหาวิทยาลัยและการออกแบบและจัดการเพื่อลดการใช้รถยนต์ส่วนบุคคลเช่นการเก็บค่าจอดรถยนต์เป็นต้น โดยปัจจุบันมหาวิทยาลัยจำนวนมากได้นำแนวทางเหล่านี้มาใช้ ยกเว้นประเด็นด้านการเก็บค่าจอดรถยนต์ที่พบว่ายังไม่มีมหาวิทยาลัยในประเทศนำวิธีนี้มาใช้ได้จากการสัมภาษณ์ผู้ใช้งานในมหาวิทยาลัยเชียงใหม่เพื่อศึกษาพฤติกรรมการเดินทางและความคิดเห็นในการปรับปรุงที่เสนอเบื้องต้น พบว่ามหาวิทยาลัยควรใช้วิธีต่างๆเหล่านี้เป็นแนวทางการปรับปรุงสภาพแวดล้อมและการจัดการในมหาวิทยาลัย  อย่างไรก็ตามปัญหาจากข้อจำกัดด้านเวลาที่เกิดจากตารางเรียนและความต้องการความรวดเร็วในการเดินทาง การขาดสิ่งอำนวยความสะดวกต่างๆ   การสูญหายของรถยนต์และจักรยานในอดีต และโดยเฉพาะอย่างยิ่งความคิดเห็นต่อการเก็บค่าจอดรถยนต์บริเวณใกล้อาคารที่ขัดแย้งกันระหว่างกลุ่มนักศึกษากับเจ้าหน้าที่และอาจารย์ของมหาวิทยาลัย กล่าวคือนักศึกษาส่วนใหญ่เห็นด้วยกับการเก็บค่าจอดรถยนต์บริเวณใกล้อาคารให้เท่าเทียมกันทุกคนแต่เจ้าหน้าที่และอาจารย์จำนวนมากกลับเห็นว่าควรเก็บกับนักศึกษเท่านั้น ปัญหาเหล่านี้ส่งผลต่อการปรับปรุงในอนาคตโดยเฉพาะการปรับปรุงสภาพแวดล้อมและจัดการระบบการจอดรถยนต์ให้สอดคล้องกับความจำเป็นของผู้ใช้แต่ละกลุ่มและการให้ลำดับการปรับปรุงที่สามารถปรับพฤติกรรมการเดินทางและทัศนคติผู้ใช้รถยนต์ส่วนตัวได้   ดังนั้นจึงเสนอแนวทางการปรับปรุงเป็น 3 ระยะคือ ระยะที่ (1) การปรับปรุงสภาพแวดล้อมและการจัดการเพื่อให้เกิดแรงจูงใจในการเดินเท้าและใช้จักรยาน เช่น การปรับปรุงตารางเรียน การเชื่อมโยงศูนย์กลางหลัก-รองและเพิ่มสิ่งอำนวยความสะดวกให้อยู่ในระยะเดินเท้า การปรับปรุงระบบรถสาธารณะที่เชื่อมต่อกับจุดจอดรถรวมที่ไม่ไกลจากอาคารและมีระบบรักษาความปลอดภัยที่ดี การปรับปรุงทางเดินเท้า ทางจักรยานให้ปลอดภัยและสะดวกมากขึ้น เป็นต้น   ระยะที่ (2) การทดสอบระบบและปรับเปลี่ยนพฤติกรรมและทัศนคติในการเดินทาง เช่น การปรับปรุงสิ่งอำนวยความสะดวกและระบบสัญจรสาธารณะอย่างต่อเนื่องหลังจากนั้นจึงกำหนดจุดจอดรถยนต์เฉพาะบริเวณและกำหนดเขตปลอดรถยนต์ เป็นต้น และระยะที่ (3) การทำประชาพิจารณ์การเก็บค่าจอดรถยนต์เพื่อสร้างให้การยอมรับในทุกกลุ่มผู้ใช้งาน โดยแนวทางการทำประชาพิจารณ์อาจพิจารณาให้อาจารย์และเจ้าหน้าที่ของมหาวิทยาลัยมีความสะดวกในการจอดรถยนต์ส่วนตัวมากกว่านักศึกษาบางลักษณะตามความเหมาะสม

Abstract

Promoting Bicycling and walking in a large campus in accordance with sustainable transportation concept consists of many guidelines, for example, the planning of land use and transportation systems, the design and management of pedestrian, bicycle and public transportation systems and the design and management for reducing private vehicles such as implementing a parking fee. Currently, many universities are using these guidelines, except for the parking fee which has not been successfully implemented in any Thailand’s. The result from interviews with a wide range of those who live, work and study in Chiangmai University with the aim of studying their travel behaviors and collecting their opinions regarding the proposed guidelines, has found that the university should utilize such methods discussed above. However, there are several problems caused by class schedules, faster transportation needs due to time-limited, a lack of infrastructure, vehicle stealing, and opinion conflict of the parking fee system in which most students agree on this charging as long as it applies to everyone, but university officers view that only the students should be charged. These problems affect the future improvement, especially in the designated parking lots, and also the planning priority to develop and encourage for changing the behaviors and attitudes. Therefore this study proposes a course of action on three periods. 1) Environmental improvements for encouraging people to walk and bike, for example, changing class schedules, connecting the core campus with sub-center areas and improving the facilities within a walking distance, improving shuttle routes and connecting with main parking lots which are secured, shaded and not too far from buildings, and improving walk and bike facilities. 2)Testing the system and revising the travel behaviors and attitudes, for instance, continued improvements in infrastructure, facilities and alternative transportation, implement designated parking spaces in some area, as well as designating car-free zones. 3) Convening a public hearing to vote on the parking fees for all parties acknowledgement, the guidelines for public hearing could provide a more convenient parking arrangement for university officers as appropriate.
