การวิเคราะห์พื้นที่เปราะบางโดยใช้ระบบสารสนเทศภูมิศาสตร์ เพื่อส่งเสริมการพัฒนาเมืองสุขภาวะ

บทคัดย่อ

บทความนี้เป็นการศึกษาพื้นที่อ่อนไหวต่อสุขภาวะของผู้อยู่อาศัยในเมือง จากลักษณะทางกายภาพเชิงพื้นที่ในกรณีอำเภอสารภี จังหวัดเชียงใหม่ ซึ่งเป็นพื้นที่ตั้งถิ่นฐานทางประวัติศาสตร์สมัยพญามังราย เรียกว่า เวียงกุมกาม ต่อมามีการอพยพย้ายถิ่นมาตั้งเป็นเวียงล้านนาหรือเมืองเชียงใหม่ในปัจจุบัน เนื่องจากปัญหาน้ำท่วมครั้งใหญ่ ค.ศ. 1558 - 1774 ทำให้ไม่มีผู้คนอาศัยอยู่จนกระทั่งการขยายตัวของเมืองเชียงใหม่ ทำให้ประชาชนส่วนใหญ่เริ่มเข้ามาตั้งถิ่นฐานในอำเภอสารภี เนื่องจากเป็นพื้นที่ใกล้กับเขตอำเภอเมืองจังหวัดเชียงใหม่ และอำเภอเมืองจังหวัดลำพูน ส่งผลให้อำเภอสารภีเป็นเสมือนพื้นที่เชื่อมต่อระหว่างพื้นที่ 2 จังหวัด และเป็นอำเภอที่มีความหนาแน่นของประชากรสูงเป็นอันดับ 2 ของจังหวัดเชียงใหม่ รองจากอำเภอเมือง และยังคงเผชิญปัญหาน้ำท่วมซ้ำซากในบางพื้นที่ ได้แก่ ตำบลป่าบง ตำบลชมภู ตำบลหนองผึ้ง ตำบลไชยสถาน ตำบลยางเนิ้ง เป็นต้น โดยเฉพาะในปี ค.ศ. 2024 เกิดภัยพิบัติน้ำท่วมรุนแรง เนื่องจากมีลักษณะภูมิประเทศเป็นแอ่งกระทะ นอกจากนี้ยังมีปัญหาภัยพิบัติอื่น ๆ เช่น ปัญหาภูมิอากาศความร้อนสูงถึงสูงมาก และปัญหาคุณภาพอากาศของฝุ่นละออง PM 2.5 สะสม ซึ่งเป็นสาเหตุของการเกิดโรคมะเร็งปอดสูงสุดในจังหวัดเชียงใหม่ ทำให้พื้นที่อำเภอสารภีเป็นหนึ่งในพื้นที่เปราะบางที่สุดแห่งหนึ่ง โดยมีวัตถุประสงค์ เพื่อศึกษาข้อมูลเชิงกายภาพและคัดกรองปัจจัยที่ส่งผลต่อสุขภาวะของผู้อยู่อาศัยในพื้นที่เปราะบาง และนำไปสู่การวิเคราะห์ความเปราะบางเชิงพื้นที่และประเมินความเสี่ยงด้านสภาพแวดล้อมที่เกิดขึ้นในพื้นที่ ภายใต้กรอบแนวคิดเมืองสุขภาวะ เมืองยืดหยุ่น และการพัฒนาเมืองยั่งยืน โดยใช้การคัดเลือกตัวชี้วัดที่เหมาะสมร่วมกับการวิเคราะห์องค์ประกอบหลัก (Principal Component Analysis: PCA) ผ่านระบบสารสนเทศทางภูมิศาสตร์ (Geographic Information System: GIS) เพื่อประเมินและจำแนกพื้นที่เสี่ยงแต่ละระดับ ในด้านกระบวนการวิจัย ได้ดำเนินการเก็บรวบรวมข้อมูลเชิงพื้นที่เชิงกายภาพจากหลายแหล่ง จากนั้นจึงทำการวิเคราะห์ความสัมพันธ์ของตัวแปรด้วยวิธี PCA เพื่อลดจำนวนตัวแปรที่ซ้ำซ้อนและระบุปัจจัยหลักที่ส่งผลต่อความเสี่ยงของพื้นที่จริง ก่อนนำข้อมูลที่ผ่านการสกัดองค์ประกอบไปวิเคราะห์ร่วมกับ GIS ที่นำไปสู่การสร้างแผนที่ความเสี่ยงเชิงพื้นที่ ซึ่งกระบวนการดังกล่าวทำให้สามารถมองเห็นรูปแบบการกระจายตัวของความเสี่ยงและพื้นที่ที่มีความอ่อนไหวชัดเจนยิ่งขึ้น ผลการวิจัย พบตัวชี้วัดที่เหมาะสม 3 ประเด็น 12 ตัวชี้วัด ประกอบด้วย ประเด็นที่ 1 การพัฒนาเมือง ได้แก่ (1) ความหนาแน่นประชากร (2) ความหนาแน่นอาคาร (3) พื้นที่โบราณสถาน เจดีย์ วัด (4) พื้นที่อุตสาหกรรม (5) พื้นที่เกษตรกรรม ประเด็นที่ 2 เมืองสุขภาวะ ได้แก่ (1) หมอกควันและมลพิษทางอากาศ (2) สวนสาธารณะเพื่อสุขภาพ (3) โรงเรียนส่งเสริมสุขภาพ (4) โรงพยาบาลส่งเสริมสุขภาพ และประเด็นที่ 3 เมืองยืดหยุ่น ได้แก่ (1) ความลาดชันของพื้นที่ (2) พื้นที่น้ำท่วม (3) พื้นที่หน่วยงานราชการ ซึ่งผลการวิเคราะห์สามารถจำแนกระดับความเสี่ยงภัยในพื้นที่อำเภอสารภี 5 ระดับ คือ ระดับความเสี่ยงมาก (พื้นที่ที่มีความอ่อนไหวมาก) ครอบคลุมพื้นที่ 15.44 ตารางกิโลเมตร ร้อยละ 13.91 ได้แก่ ตำบลไชยสถาน ตำบลยางเนิ้ง ระดับความเสี่ยงค่อนข้างมาก (พื้นที่ที่มีความอ่อนไหวค่อนข้างมาก) ครอบคลุมพื้นที่ 13.92 ตารางกิโลเมตร ร้อยละ 12.54 ได้แก่ ตำบลท่ากว้าง ตำบลหนองแฝก ระดับความเสี่ยงปานกลาง (พื้นที่ที่มีความอ่อนไหวปานกลาง) ครอบคลุมพื้นที่ 30.04 ตารางกิโลเมตร ร้อยละ 27.06 ได้แก่ ตำบลสันทราย ตำบลหนองผึ้ง ตำบลดอนแก้ว ระดับความเสี่ยงค่อนข้างน้อย (พื้นที่ที่มีความอ่อนไหวค่อนข้างน้อย) ครอบคลุมพื้นที่ 19.27 ตารางกิโลเมตร ร้อยละ 17.36 ได้แก่ ตำบลชมภู ตำบลป่าบง และระดับความเสี่ยงน้อย (พื้นที่ที่มีความอ่อนไหวน้อย) ครอบคลุมพื้นที่ 32.33 ตารางกิโลเมตร ร้อยละ 29.13  ได้แก่ ตำบลท่าวังตาล ตำบลขัวมุง ตำบลสารภี ในเขตพื้นที่อำเภอสารภี ผลการศึกษาดังกล่าวสะท้อนให้เห็นถึงความแตกต่างของระดับความเสี่ยงเชิงพื้นที่อย่างมีนัยสำคัญ ซึ่งสามารถใช้เป็นฐานข้อมูลสำคัญในการจัดลำดับและวางแผนพัฒนาพื้นที่เมืองอย่างยั่งยืน ควบคู่กับการสร้างเมืองยืดหยุ่นที่สามารถรองรับภัยพิบัติในอนาคตได้อย่างมีประสิทธิภาพ เพื่อบรรเทาความเสี่ยงด้านภัยพิบัติและผลกระทบต่อสุขภาวะของประชาชน นอกจากนี้ยังสามารถเชื่อมโยงผลลัพธ์เข้ากับแนวทางการพัฒนาเมืองตามแผนยุทธศาสตร์ระดับจังหวัดและระดับชาติ เช่น แนวทางการพัฒนาเมืองยั่งยืน ข้อที่ 11 เมืองและถิ่นฐานมนุษย์ที่ปลอดภัยและยั่งยืน รวมถึงหลักการเมืองสุขภาวะที่มุ่งเน้นให้เมืองเป็นพื้นที่ที่เอื้อต่อสุขภาวะของประชาชนทุกกลุ่ม ทั้งด้านสิ่งแวดล้อม พื้นที่เปิดโล่ง การเข้าถึงบริการสุขภาพ และคุณภาพอากาศ ตลอดจนมีการนำผลการศึกษาไปประยุกต์ใช้ร่วมกับมาตรการต่าง ๆ ทั้งด้านการวางแผน การบริหารจัดการ และการออกแบบสภาพแวดล้อมเมืองสุขภาวะอย่างยืดหยุ่นในอนาคต เพื่อให้สามารถพัฒนากลไกการบริหารความเสี่ยงที่ตอบสนองบริบทพื้นที่จริง เพิ่มขีดความสามารถในการปรับตัวและฟื้นตัวหลังภัยพิบัติ และยกระดับคุณภาพชีวิตของประชาชนในอำเภอสารภีอย่างต่อเนื่องสู่การเป็นเมืองที่ปลอดภัย มีสุขภาวะดี และสอดคล้องกับการพัฒนาเมืองอย่างยั่งยืนในระยะยาว
