การบูรณาการเทคโนโลยี Building Information Modeling (BIM) เข้ากับนโยบายสาธารณะด้านการก่อสร้าง: การวิเคราะห์เชิงระบบในบริบทประเทศไทย

บทคัดย่อ
การก่อสร้างภาครัฐเป็นหนึ่งในกลไกสำคัญของการพัฒนาเศรษฐกิจและสังคมของประเทศ แต่ในทางปฏิบัติกลับเผชิญกับปัญหาเชิงโครงสร้างที่สะสมมาอย่างยาวนาน ไม่ว่าจะเป็นความล่าช้า งบประมาณบานปลาย ความไม่โปร่งใสในการจัดซื้อจัดจ้าง ตลอดจนผลกระทบด้านสิ่งแวดล้อมและการปล่อยก๊าซเรือนกระจกจากกิจกรรมการก่อสร้าง ปัญหาเหล่านี้สะท้อนถึงข้อจำกัดของระบบการบริหารจัดการโครงการก่อสร้างภาครัฐที่ยังพึ่งพากระบวนการแบบแยกส่วนและข้อมูลเชิงเอกสารเป็นหลัก ขณะเดียวกัน แนวโน้มการเปลี่ยนผ่านสู่รัฐบาลดิจิทัลและการพัฒนาอย่างยั่งยืนได้ผลักดันให้หลายประเทศนำเทคโนโลยีดิจิทัลมาใช้เป็นกลไกเชิงนโยบาย หนึ่งในเทคโนโลยีที่ได้รับการยอมรับอย่างกว้างขวางในระดับนานาชาติคือ Building Information Modeling (BIM) ซึ่งเดิมถูกพัฒนาเพื่อสนับสนุนการออกแบบและการก่อสร้างในเชิงเทคนิค แต่ต่อมาได้ถูกยกระดับบทบาทให้เป็นโครงสร้างพื้นฐานด้านข้อมูลและเครื่องมือเชิงนโยบายในหลายประเทศ อย่างไรก็ตาม ในบริบทประเทศไทย การใช้ BIM ยังคงอยู่ในลักษณะการส่งเสริมและทดลองใช้ในระดับโครงการ มากกว่าการบูรณาการอย่างเป็นระบบในระดับนโยบายสาธารณะ งานวิจัยนี้จึงมุ่งตอบโจทย์ช่องว่างดังกล่าว โดยวิเคราะห์บทบาทของ BIM ในฐานะเครื่องมือเชิงนโยบายภายใต้กรอบการคิดเชิงระบบ
วัตถุประสงค์ของการวิจัยคือ (1) วิเคราะห์และสังเคราะห์แนวทางการบูรณาการ Building Information Modeling (BIM) เข้ากับนโยบายสาธารณะด้านการก่อสร้าง (2) อธิบายบทบาทของ BIM ในฐานะเครื่องมือเชิงนโยบายที่ส่งผลต่อโครงสร้างการกำกับดูแลภาครัฐในระดับระบบ และ (3) เสนอกรอบแนวคิดและข้อเสนอเชิงนโยบายที่เหมาะสมกับบริบทประเทศไทย โดยใช้กรอบแนวคิด Systems Thinking ร่วมกับ Policy Cycle Model เป็นฐานในการวิเคราะห์ เพื่อยกระดับการมอง BIM จากเครื่องมือทางเทคนิคไปสู่กลไกเชิงนโยบายที่สามารถสนับสนุนประสิทธิภาพ ความยั่งยืน และการกำกับดูแลอย่างเป็นระบบ
การวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยอาศัยการวิจัยเชิงเอกสาร (documentary research) ร่วมกับการวิเคราะห์เชิงเนื้อหา (content analysis) และการวิเคราะห์เชิงเปรียบเทียบ เอกสารที่นำมาศึกษาประกอบด้วย วรรณกรรมวิชาการจากฐานข้อมูลสากล เอกสารนโยบายและกฎหมายที่เกี่ยวข้องกับการใช้ BIM ในต่างประเทศ มาตรฐานสากลด้าน BIM เช่น ISO 19650, IFC และ COBie รวมถึงกรณีศึกษาการบังคับใช้ BIM ในระดับนโยบายของประเทศต่าง ๆ เช่น สหราชอาณาจักร สิงคโปร์ สหภาพยุโรป และอิตาลี กระบวนการวิเคราะห์เริ่มจากการเข้ารหัสข้อมูลแบบเปิดเพื่อระบุแนวคิดสำคัญ จากนั้นจัดกลุ่มข้อมูลเป็นหมวดหมู่และพัฒนาเป็นธีมหลักผ่านการเข้ารหัสเชิงแกน ผลการวิเคราะห์ถูกนำมาสังเคราะห์ภายใต้กรอบ Systems Thinking โดยมองว่า BIM เป็นระบบย่อยที่ฝังตัวอยู่ในระบบนโยบายสาธารณะ และเชื่อมโยงกับวัฏจักรนโยบายตั้งแต่การกำหนดวาระ การออกแบบนโยบาย การนำนโยบายไปปฏิบัติ ไปจนถึงการประเมินผล
ผลการวิจัยพบว่า การบูรณาการ BIM เข้าสู่กรอบนโยบายสาธารณะสามารถสังเคราะห์ออกเป็นสามมิติหลักที่เชื่อมโยงกันในระดับระบบ ได้แก่ (1) มิติด้านประสิทธิภาพ (Efficiency) ซึ่ง BIM ทำหน้าที่เป็นกลไกเชิงโครงสร้างที่ช่วยลดความไม่แน่นอนด้านต้นทุน เวลา และคุณภาพ ผ่านการกำหนดมาตรฐานข้อมูลดิจิทัลและการประสานงานตลอดวัฏจักรโครงการ (2) มิติด้านความยั่งยืน (Sustainability) ซึ่ง BIM ทำหน้าที่เป็นโครงสร้างข้อมูลกลางที่สนับสนุนการประเมินวัฏจักรชีวิตอาคาร การจัดซื้อจัดจ้างสีเขียว และการเชื่อมโยงนโยบายการก่อสร้างเข้ากับเป้าหมายการพัฒนาที่ยั่งยืนและเป้าหมาย Net Zero และ (3) มิติด้านการปฏิบัติตามกฎหมายและการกำกับดูแล (Regulatory Compliance) ซึ่ง BIM ช่วยยกระดับกระบวนการกำกับดูแลจากการตรวจสอบเชิงเอกสารและดุลพินิจของเจ้าหน้าที่ ไปสู่การกำกับดูแลที่อาศัยข้อมูลและกฎเกณฑ์เชิงดิจิทัล เช่น การตรวจสอบข้อกำหนดอัตโนมัติและแพลตฟอร์มการยื่นแบบดิจิทัล ผลการวิเคราะห์ยังชี้ให้เห็นว่า ประเทศที่ประสบความสำเร็จในการใช้ BIM ในระดับนโยบายล้วนมีกรอบกฎหมาย มาตรฐาน และโครงสร้างพื้นฐานดิจิทัลที่ชัดเจนและเชื่อมโยงกัน
สรุปผลการวิจัยชี้ให้เห็นว่า Building Information Modeling (BIM) ไม่ควรถูกมองเพียงเป็นเทคโนโลยีสนับสนุนการออกแบบหรือการก่อสร้าง แต่ควรถูกยกระดับให้เป็นเครื่องมือเชิงนโยบายและกลไกเชิงระบบของรัฐ การบูรณาการ BIM เข้าสู่นโยบายสาธารณะด้านการก่อสร้างสามารถช่วยเพิ่มประสิทธิภาพ ความโปร่งใส และความยั่งยืนของโครงการก่อสร้างภาครัฐได้อย่างเป็นรูปธรรม สำหรับบริบทประเทศไทย งานวิจัยเสนอให้มีการกำหนดกรอบกฎหมายและมาตรฐาน BIM ระดับชาติ การพัฒนาโครงสร้างพื้นฐานดิจิทัลกลาง เช่น National Common Data Environment การพัฒนาศักยภาพบุคลากรอย่างเป็นระบบ และการเชื่อมโยง BIM เข้ากับนโยบายด้านความยั่งยืนและการลดการปล่อยคาร์บอนในระยะยาว การดำเนินการดังกล่าวจะช่วยยกระดับระบบการกำกับดูแลการก่อสร้างภาครัฐของไทยให้สอดคล้องกับมาตรฐานสากลและเป้าหมายการพัฒนาอย่างยั่งยืนในอนาคต
