การประเมินผลตอบแทนทางสังคม เพื่อสร้างห่วงโซ่คุณค่าใหม่ของระบบ วนเกษตรจังหวัดอุตรดิตถ์

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์ผลตอบแทนทางสังคม ที่เกิดจากโครงการการสร้างห่วงโซ่คุณค่าใหม่ของพืช ในระบบวนเกษตรจังหวัดอุตรดิตถ์ เป็นการวิจัยแบบเชิงประเมิน โดยใช้แบบสอบถามแบบมีโครงสร้างเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากผู้มีส่วนได้เสียของโครงการ จำนวน 15 คน การเลือกกลุ่มตัวอย่างใช้วิธีแบบเจาะจง และทำการวิเคราะห์ข้อมูลตามหลักประเมินผลตอบแทนทางสังคมจากการลงทุนในระหว่างการดำเนินโครงการ ผลการวิจัยพบว่า การดำเนินโครงการสามารถสร้างผลตอบแทนกลับคืนสู่สังคม เท่ากับ 5.01 บาท จากการลงทุน 1 บาท สะท้อนถึงโครงการสามารถทำให้เกิดการเปลี่ยนแปลง ได้แก่ ผู้มีส่วนได้ส่วนเสียมีรายได้การขายผลผลิตส่วนเพิ่มจากราคาตลาดเพิ่มขึ้น สุขภาพของคนในชุมชนดีขึ้น ชุมชนมีการรวมกลุ่มเรียนรู้ร่วมกันในชุมชนมากขึ้น และคุณภาพดินดีขึ้นทั้งในรูปของประโยชน์ทางตรงและทางอ้อมกลับคืนสู่สังคมหรือส่งผลกระทบทั้งด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม โดยสรุปผลการประเมินผลตอบแทนทางสังคมจากการลงทุนมีความคุ้มค่ากับการลงทุนและควรได้รับการสนับสนุนงบประมาณและส่งเสริมให้มีการดำเนินงานในการพัฒนากิจกรรมในลักษณะเดียวกันมากขึ้น
