ในการดำเนินการวิจัยทางวิทยาศาสตร์ (Scientific research) เครื่องมือที่ใช้การวิจัยจะต้องมีคุณภาพ กล่าวคือ มีความแม่นตรง (Validity) ความเชื่อมั่นได้ (Reliability) และความไว (Sensitivity)
Kerlinger และ Lee (2000: 642) มีความเห็นว่าเครื่องมือที่ใช้ในการวิจัย หรือเครื่องมือในการวัด (Measurement instrument) เพื่อกำหนดค่าของตัวแปรที่เชื่อมั่นได้ (Reliable) คือ เครื่องมือวัดที่มีเสถียรภาพ สามารถพึงพาได้ ใช้พยากรณ์ได้ ไม่บิดเบือน และสามารถระบุได้ว่ามีความคลาดเคลื่อนของการวัดมากน้อยเพียงใด (Stability, dependability, predictability, a lack of distortion, and how much error of measurement there is)
โดยหลักการเบื้องต้น เครื่องมือวัดที่มีความเชื่อมั่นได้จะต้องเป็นเครื่องมือวัดที่เมื่อใช้วัดสิ่งใดกี่ครั้งก็ตาม จะได้ผลจากการวัดเท่ากันเสมอ อาจเปรียบเทียบได้กับเครื่องชั่งน้ำหนัก หรือตราชั่ง ที่มีความเชื่อมั่นได้ เมื่อนำสิ่งของสิ่งหนึ่งมาชั่ง เช่น ได้น้ำหนัก 10 กิโลกรัม จะชั่งกี่ครั้งก็ตาม เครื่องชั่งจะบอกค่าน้ำหนักเท่ากับ 10 กิโลกรัมเสมอ
