Participation in Local Development of Sub-district and Village Headmen in Nakhon Si Thammarat

Abstract
The purposes of this research were to 1) study participation in local development of sub-district
and village headmen in Nakhon Si Thammarat, 2) compare participation in local development of sub-
district and village headmen in Nakhon Si Thammarat classified by independent variables: gender, age,
study level, position in local community, duration of time living in local community, and duration of time
holding the position in the local community, and 3) study problems and how to solve the problems of
participation in local development of sub-district and village headmen in Nakhon Si Thammarat. The sample
consisted of 318 headmen in Nakhon Si Thammarat using two-stage sampling. The instrument used for
data collection was a questionnaire. The reliability of the whole questionnaire was .97. The statistics used
for data analysis were percentage, mean, standard deviation, one way analysis of variance (one way ANOVA)
and testing the differences between two means using the LSD test. The results are as follows:
(1) Participation in local development of sub-district and village headmen regarding stages of participation
was at the high average ( =3.68, S.D. =0.47). When considering each aspect it reveals that participation
in searching problems and causes of problems is at the highest average ( =4.05, S.D. = 0.49). (2) The
sub-district and village headmen of the same gender, age, study level, position in local community, and
also of the same duration of time living in local community do not participate in local development
differently. But the headmen of different duration of time holding the position in local community
participate in local development differently at a statistical significance level of .05. (3) And the problem
of participation in local development of the sub-district and village headmen is that they lack of
understanding and knowledge of their role and duty. No central organization is responsible to provide correct and clear knowledge for them. They also have no opportunity to be selected as a committee in any activity or any project approved by a related organization. Therefore, a way to solve the problem is that a related organization should clarify their role or hold a meeting or a training course concerning their role. They should also have an opportunity to be selected to participate in the activity or the project approved by
the related organization so as to achieve the goal.This research indicates that involvement of the sub-district and village headmen in major steps should be developed.
