The Improvement of Measures in Solving Flooding Problems Co-operatively by the Government, Regional and Local Government: Hat Yai District Area, Songkhla Province

Abstract

The purposes of this study were (1) to study the measures in solving flooding problems co-operatively by the government, regional and local government and (2) to improve the measures in solving flooding problems co-operatively by the government, regional and local government in Hai Yai District area, Songkhla Province. The methodology involved documentary research from government documents such as meeting documents of the council of ministers regarding the budget approval in favor of solving the flooding problems. In-depth interviews were used with key informants who were the regional organizations, local governments and people. The data were collected by interview forms and analyze by analytic induction. The findings revealed that (1) the measures in solving the flooding problems co-operatively by the government, regional and local government in Hat Yai District area, Songkhla Province mostly relied on the mechanism administered by the government which assigned the missions for the regional organizations resulting in lack of emphasis on the role in solving the problems by the local government. Although the role of the local government was later established, it was only the secondary role. (2) The improvement of measures in solving the flooding problems co-operatively by the government, regional and local government in Hat Yai District area, Songkhla Province should emphasize on separation of power, fiscal decentralization and improvement of knowledge and ability for the local government which were the solutions relying on the powerful mechanism of the local government. Meanwhile, the government should adjust the roles from playing the main role in supporting the local government to the role in solving the flooding problems in overall only. The government should give autonomy to the local government to solve the flooding problems independently.
