บทคัดย่อ
บทความนี้มุ่งอธิบาย (1) การตัดสินใจเชิงนโยบายของประชาชน ข้าราชการ และนักการเมือง (2) ภาวะย้อนแย้งของนโยบาย โดยใช้กรณีศึกษาจากนโยบายการกระจายอำนาจของไทยจากการศึกษา พบว่า (1) การตัดสินใจของกลุ่มประชาชนในช่วงเริ่มต้นการขับเคลื่อนนโยบาย การกระจายอำนาจเป็นการตัดสินใจลักษณะวิกฤต (2) การตัดสินใจของกลุ่มนักการเมืองในช่วงต่อมาของนโยบายการกระจายอำนาจเป็นการตัดสินใจลักษณะการเมือง ซึ่งอยู่บนพื้นฐานการพิจารณาความพึงพอใจของสังคม (3) การตัดสินใจของกลุ่มข้าราชการภายหลังการขับเคลื่อนนโยบายการกระจายอำนาจเป็นการตัดสินใจลักษณะงานกิจวัตร โดยอยู่ภายใต้อิทธิพลของนักการเมือง ส่งผลให้นักการเมืองขาดเทคนิค วิธีการ ประสบการณ์ ความรู้ความสามารถในการบริหารงานสาธารณะจากข้าราชการ และ (4) ภาวะย้อนแย้งของนโยบายเกิดขึ้นระหว่างนักการเมืองกับข้าราชการ ในกรณีนักการเมืองไม่มีนโยบายสนับสนุนการกระจายอำนาจ บทเรียนจากกรณีการกระจายอำนาจของไทยน่าจะเป็นบทเรียนสำคัญในการตัดสินใจเชิงนโยบายลักษณะต่าง ๆ ให้แก่นโยบายอื่นต่อไป
