นโยบายและแผนการจัดการการสื่อสารเพื่อพัฒนาคุณภาพชีวิตผู้สูงอายุ ขององค์การบริหารส่วนจังหวัดสงขลา

บทคัดย่อ
การพัฒนาคุณภาพชีวิตของผู้สูงอายุเป็นภารกิจสำคัญขององค์การบริหารส่วนจังหวัดที่ต้องสื่อสารผ่านการกำหนดนโยบายและการจัดทำแผน การวิจัยจึงมีวัตถุประสงค์ เพื่อศึกษา 1) ความต้องการการจัดการการสื่อสาร 2) การจัดทำนโยบายการจัดการการสื่อสาร และ 3) การจัดทำแผนการจัดการการสื่อสาร เพื่อการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์การบริหารส่วนจังหวัดสงขลา เป็นการวิจัยแบบผสมผสาน เชิงปริมาณ ประชากร คือ ผู้สูงอายุ จำนวน 258,784 คน กำหนดกลุ่มตัวอย่าง จำนวน 400 คนโดยใช้สูตรทาโร่ ยามาเน่ ที่ความคลาดเคลื่อน .05 สุ่มแบบอย่างง่าย ใช้เแบบสอบถาม วิเคราะห์ข้อมูลด้วย ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ส่วนการวิจัยเชิงคุณภาพ เลือกผู้ให้ข้อมูลสำคัญ จำนวน 36 คน เป็นบุคคลที่มีส่วนเกี่ยวข้องกับนโยบายการจัดการการสื่อสาร กำหนดแบบเจาะจง ใช้แบบสัมภาษณ์ที่มีโครงสร้าง และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) ความต้องการการจัดการการสื่อสาร โดยรวม อยู่ในระดับมาก ( = 4.16, S.D. = 0.66) โดยเฉพาะต้องการให้ภาคีเครือข่ายร่วมดำเนินการการสื่อสารมากที่สุด 2) การจัดทำนโยบายการจัดการการสื่อสาร มีการรับฟังความคิดเห็น วิเคราะห์เพื่อยกร่างนโยบาย ขอความเห็นชอบ และประกาศใช้ตามระเบียบขององค์กร 3) การจัดทำแผนการจัดการการสื่อสาร ประกอบด้วย (1) มีเนื้อหาที่ต้องครอบคลุมทั้งด้านข่าวสาร ความรู้ และความบันเทิง (2) เป็นไปตามกฎระเบียบและบทบาทหน้าที่ที่กฎหมายกำหนด (3) การเผยแพร่ ผ่านสื่อดั้งเดิม และสื่อใหม่ (4) เจ้าหน้าที่มีความรู้เกี่ยวกับสังคมผู้สูงอายุ (5) มีการจัดตั้งเป็นเครือข่ายและดำเนินการอย่างต่อเนื่อง และ (6) ติดตามประเมินผลทั้งผู้จัดการสื่อสารและ ผู้รับการสื่อสาร ซึ่งสามารถนำผลการวิจัยไปสู่การปฏิบัติเพื่อให้การจัดการการสื่อสารเพื่อพัฒนาคุณภาพชีวิตผู้สูงอายุสอดคล้องกับความต้องการอย่างแท้จริง
