System Factors and Guidelines for Effective Educational Management of Small Schools Under the Office of the Basic Education Commission

     The objectives of this research were to: 1) study levels of effective educational management of small schools under the office of the Basic Education Commission, 2) study system factors related to effective educational management of small schools under the office of the Basic Education Commission, and 3) propose guidelines for effective educational management of small schools under the office of the Basic Education Commission. A sample of 390 school administrators was selected by multistage sampling. The key informants, school administrators and experts who provide the guidelines for effective educational management of small schools, were separated into two groups with five in the key informant interview and 11 in the focused group discussion. The research instruments used for data collection were a questionnaire with rating scales and a semi-construction interview. The data were analyzed by descriptive statistics, correlation analysis, and content analysis. The findings were : 1) the educational management effectiveness of small schools was at a high level, 2) system factors related to effective educational management of small schools were the environments, inputs, and processes, and 3) guidelines for effective educational management of small schools were to seek supporting factors including the environments, inputs, and processes in order to collaborate on materials, technology, and teacher-self development as well as to set up policies for small school management.
