This article was purposed to synthesized a model that could warrant discretion in sentencing suspects or defendants in accordance with the criminal code and other relevant laws in court, as the court is the last body at the edge of justice process that exercise judicial authority to enforce the law. Thus, crime control by judgment is a means for the court to exercise faithful discretionary by law, not by one’s own, and practice of en banc which can be reviewed by appealing to the Appellate or Supreme Court would project transparency and uphold justice for the people. In addition, exercising discretion in legal proceedings “In the name of His majesty, the King” as the last course of action is also a cornerstone that people can rely on to control and lower crime.
