Analyzing the Use of Legal Measures in Managing Municipal Solid Waste by Local Administrative Organization

Abstract

   This academic article aims to examine legal measures employed by local administrative organizations in managing municipal solid waste. The study explores the concepts and principles of solid waste management, as well as various legal measures implemented by local administrative organizations. Relevant Literature review and analysis of documents identifying the effective and sustainable legal measures for community solid waste management were also studied.

   The findings indicated that local administrative organizations were responsible for managing municipal solid waste through both policy and legal measures. In particular, legal measures played a crucial role in the waste management. The management process included waste separation, waste collection, transportation, and disposal process. Waste separation should be supported by legal measures, employing waste collection taxes based on color-coded waste bags, which should be enforced among the public. Implementing the principle of Extended Producer Responsibility (EPR) as a legal measure also required producers of packaging and products to take responsibility throughout the entire lifecycle of their goods. This included production, design, distribution, take-back systems, and disposal process when packaging and products became waste. This approach aims to ensure effective management of used packaging and products through recycling, thereby reducing the overall volume of solid waste generated.
