Abstract

The core theme of this research aims to explore and discuss the establishment of public organization promoting Small and Medium Enterprises (SMEs) in selected foreign countries: Japan, Singapore, Republic of Korea, France, and Australia, through the analysis of those legal and policy mechanisms, institutional arrangements, and public functions in order to take the research’s outcome into comparative study with Thailand’s practice and also to determine the opportunities of Thailand’s SMEs in ASEAN approach. In terms of the methodology, the documentary and empirical research, including quantitative survey, in-depth interview and public hearing, are to be jointly taken into this account. As a result of this research, it is clearly found that there are the following points: the definition, background and rationale, scope of administrative structure, organization’s functions, budget, public assistances, the means of SME encouragement, and successful practices, which can be analogically studied along with Thailand’s in order to rearrange the institutional structure of the related the public entity promoting SMEs in Thailand. Moreover, this research also recommends that provincial network should be re-established to powerfully serve the SMEs growth and the role of mitigation must be closely paid attention. Finally, the entity should practically provide various financial assistance that renders them more helpful.
