บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์กฎหมายจัดตั้งแนวนโยบายภาครัฐโครงสร้างการบริหารงาน และอำนาจหน้าที่ขององค์กรภาครัฐในต่างประเทศที่เกี่ยวข้องกับการส่งเสริมสนับสนุนและพัฒนาวิสาหกิจขนาดกลางและขนาดย่อม (SMEs) โดยเปรียบเทียบกับของประเทศไทย เพื่อให้สอดคล้องกับผลกระทบของการเข้าสู่ประชาคมเศรษฐกิจอาเซียนต่อ SMEs ไทย ที่ต้องเสริมสร้างศักยภาพของธุรกิจตนให้เชื่อมโยงกับเศรษฐกิจระหว่างประเทศสำหรับระเบียบวิธีวิจัยนั้น ใช้วิธีผสมผสานทั้งการวิจัยข้อมูลเชิงเอกสารของประเทศไทย และของต่างประเทศ จำนวน 5 ประเทศ คือ ประเทศญี่ปุ่น สาธารณรัฐสิงคโปร์ สาธารณรัฐเกาหลีใต้ สาธารณรัฐฝรั่งเศส และประเทศออสเตรเลีย ตลอดจนการวิจัยภาคสนาม ทั้งการวิจัยเชิงปริมาณ และเชิงคุณภาพ ได้แก่ แบบสอบถาม สัมภาษณ์เชิงลึก และการประชุมระดมความคิดเห็นจากผลการศึกษาวิจัย คณะผู้วิจัยพบว่าการกำหนดนิยาม ความเป็นมาและหลักการสำคัญขอบเขตลักษณะโครงสร้างองค์กร โครงสร้างการบริหาร และอำนาจหน้าที่ขององค์กร งบประมาณและการสนับสนุนจากภาครัฐ รูปแบบการส่งเสริมและสนับสนุน SMEs และการดำเนินการที่ประสบผลสำเร็จของประเทศที่ศึกษาสามารถนำมาเปรียบเทียบเพื่อเป็นแนวทางในการปรับโครงสร้างองค์กรและอำนาจหน้าที่ หน่วยงานกำกับดูแลการทำงานด้านการส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม การจัดให้มีเครือข่ายในส่วนภูมิภาคเพื่อส่งเสริม SMEs การเพิ่มมาตรการติดตามตรวจสอบการส่งเสริมและสนับสนุน SMEs และการให้ความช่วยเหลือด้านการเงินแก่ SMEs อย่างมีประสิทธิภาพด้วยวิธีการที่หลากหลายและเป็นประโยชน์ต่อ SMEs อย่างแท้จริง
