Abstract
The rule of law, what does it mean? What is a definition? This study will compare the history, the process including the meaning and definitions between England and Thailand since the past until present day. This study found that the definitions of the Rule of law in England especially the Raz’s principle have similarly with the rule of law in Thailand (both general and special meaning). In conclusion, the rule of law both England and Thailand has established that aims at ensuing the correct balance of rights and powers between individuals and the state as it is a heart of the democracy system that King is the Head of States.
