This research seeks to study the awareness among young non-drinkers in Chiang Rai Province of the alcoholic beverage control laws. The survey of 400 samples, young people classed themselves as non-drinkers, was conducted in 18 districts with questionnaire divided into 3 parts namely a general information of the samples, awareness among young people of the alcoholic beverage control law, and the samples’ satisfaction of the enforcement of the law.
According to the study, the result found that the samples were well-aware of the alcoholic beverage control laws. Moreover, it was found that people around them i.e. family members, relatives, companions or lovers below 32.0 percent consumed alcoholic beverage which had a dominant influence on their drinking behaviour significantly. Besides, most of the samples witnessed huge proportions of illegal behaviour of consumers and sellers but only 50.5 percent of them witnessed an arrest or other acts by related officers. Therefore, this study concludes that the enforcement of the alcoholic beverage control laws is not effective as expected.
The result of this study leads to the conclusion where the alcoholic beverage control laws and other related laws should be revised in order to distinctly determine the character of wrongdoing acts with criminal penalty and regulate more effective enforcement measures.
