“ขอฝันใฝ่ ในฝันอันเหลือเชื่อ ขอสู้ศึก ทุกเมื่อ ไม่หวั่นไหว ขอทนทุกข์รุกโรมโหมกายใจ ขอฝ่าฟัน ผองภัย ด้วยใจทะนง” เนื้อหาในท่อนนำของเพลง“ความฝันอันสูงสุด” ที่พระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดชทรงพระราชนิพนธ์ไว้ ในปี พ.ศ. 2514 ได้ปลุกเร้าผู้ดำเนินการจัดทำวารสารให้เกิดวิริยะในการมุ่งมั่นสรรค์สร้างงาน “วารสารนิติศาสตร์และสังคมท้องถิ่น”เพื่อหวังให้เป็นวารสารปฐมฤกษ์แห่งคณะนิติศาสตร์ มหาวิทยาลัยราชภัฏสุราษฎร์ธานี ถ้อยคำแห่งบทเพลงพระราชนิพนธ์ที่เปี่ยมล้นด้วยความหมายอันทรงพลัง เสมือนดั่งเสริมความแกร่งแห่งชีวิต ได้สถิตเป็นขวัญและกำลังใจในการต่อสู้กับภาระอันใหญ่หลวงโดยไม่หวั่นไหวต่ออุปสรรคใด ๆ แต่ด้วยบริบทในการก่อตั้งวารสารที่มีกระบวนการที่สลับซับซ้อน และเป็นงานที่เกี่ยวกับเอกสาร จึงต้องพิจารณาอย่างละเอียดรัดกุม ประกอบกับประสบการณ์ในการทำงานด้านวารสารยังอ่อนด้อยคล้ายเด็กที่หัดเดิน จึงก่อความยุ่งยากในการเดินหน้าต่อไปอยู่มิใช่น้อย มีบางครั้งที่เกิดหดหู่ท้อถอย เกิดฟุ้งซ่านจนไม่สามารถเรียบเรียงความคิดในการจัดการความสำคัญของงานให้ลำดับก่อนหน้าหลังได้นั่นหมายถึง นิวรณ์อันเป็นเครื่องกั้นขวางมิให้บรรลุความดีเข้ามาครอบงำเหนือจิตตกัมมัญญตาเสียสิ้นแล้ว ส่งผลให้ใช้เวลาอยู่กับการตั้งสติเพื่อขับไล่ความอันธการให้พ้นจากวังวนแห่งความวิบากอยู่พอควร
อย่างไรก็ตาม ทุกสิ่งอย่างย่อมมีการเริ่มต้นดั่งดวงตะวันลับล่วงขอบฟ้าไปแล้ว ก็หวนคืนกลับมาเยือนกันใหม่ วารสารฉบับนี้ก็เช่นเดียวกัน อย่างไรเสียจะต้องมีการเริ่มต้นเพื่อจะได้มีก้าวต่อ ๆ ไป ถูกต้องที่สุดกับสุภาษิตที่ว่า “คนเดียวหัวหาย สองคนเพื่อนตาย” เป็นการเตือนสติให้ร่วมกันทำงานอย่างเป็นทีมจะให้สถานการณ์ที่ดียิ่งกว่า เมื่อคิดได้ดังนี้จึงเกิดทีมงานก่อตั้งวารสารขึ้น โดยร่วมประชุมตกลงกันเพื่อเร่งแข่งกับเวลาให้วารสารฉบับปฐมฤกษ์แห่งคณะนิติศาสตร์ได้สำเร็จ ดังนั้นการศึกษาปัจจัยทุก ๆ ด้านของการก่อตั้งวารสารการพยายามศึกษาทำความเข้าใจและปฏิบัติตามกฎเกณฑ์เพื่อให้เข้าสู่ผลการประเมินคุณภาพวารสารในฐานข้อมูลในฐาน TCI จึงเป็นโจทย์ท้าทายความสำเร็จอยู่ตลอดเวลา นับแต่ผู้เขียนและทีมงานได้เข้ามาปฏิบัติหน้าที่แบกรับภาระอันสำคัญยิ่งในครั้งนี้
คณะนิติศาสตร์ ก่อตั้งมาตั้งแต่ ปี พ.ศ. 2547 ปัจจุบันคณะนี้ได้เติบโตขึ้นตามลำดับ มีคณาจารย์หลายท่านได้เข้าสู่ตำแหน่งทางวิชาการ และอีกหลายท่านได้ไปศึกษาระดับปริญญาเอกทั้งในและต่างประเทศ ตลอดถึงเหล่าบัณฑิตจำนวนมากที่จบการศึกษาแล้ว ได้ออกไปประกอบสัมมาอาชีพอยู่ตามท้องถิ่นต่าง ๆ ซึ่งถือว่าเป็นความสำเร็จอีกระดับหนึ่งที่นำมาซึ่งความภาคภูมิใจแก่คณะนิติศาสตร์เป็นอย่างยิ่ง อีกทั้งอนาคตจะมีการเปิดหลักสูตรนิติศาสตรมหาบัณฑิตซึ่งคงจะไม่ไกลเกินฝันนัก การก่อตั้งวารสารประจำคณะจึงเปรียบเสมือนการสร้างหลังคาไว้เป็นที่คุ้มแดดกันฝนและเป็นรากฐานแห่งความมั่นคงให้กับบ้านของพวกเราชาวนิติศาสตร์ทุกคน ยิ่งกว่านั้น เพื่อเป็นศูนย์รวมให้นักวิชาการและบุคคลผู้สนใจทั่วไป ได้มีโอกาสปลูกต้นกล้าทางวิชาการให้งอกงามไพบูลย์อยู่บนผืนนาแห่งวารสารนิติศาสตร์และสังคมท้องถิ่น ครั้นสิ้นรอบหนึ่งเพียงครึ่งปีตามที่กำหนดระยะเวลาไว้ เมล็ดข้าวแห่งปัญญาจักออกรวงมาให้เก็บเกี่ยวเกิดเป็นคุณค่าตอบสนองแก่สังคมและชาติบ้านเมืองอย่างน่าภาคภูมิใจ
อนึ่ง เนื้อหาสาระของบทความในวารสารฉบับนี้มีอยู่ 7 เรื่อง และเป็นบทวิจารณ์หนังสืออีก 1 เรื่อง ทุกเรื่องผ่านการประเมินจากกองบรรณาธิการและผู้ทรงคุณวุฒิอย่างครบถ้วน แม้ว่าบทความวารสารนี้จะมีเนื้อหาหลากหลายก็ตาม แต่ก็คงไว้อยู่บนพื้นฐานแห่งแนวทางพัฒนาด้านกฎหมายที่ทรงคุณค่าอีกทั้งในการเผยแพร่บทความในฉบับต่อ ๆ ไปนั้น ทางวารสารได้เล็งเห็นถึงความสำคัญของสังคมไทย จึงขอเป็นส่วนหนึ่งในการผดุงมหาวิทยาลัยราชภัฏสุราษฎร์ธานี อันเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น ที่มีภาระมากมายหลายด้าน อาทิ การเชิดชูภูมิปัญญาท้องถิ่น การบำรุงรักษา การใช้ประโยชน์ทรัพยากรธรรมชาติและสิ่งแวดล้อมอย่างสมดุลและยั่งยืน การทำนุบำรุงศิลปะและวัฒนธรรม การเรียนรู้และเสริมสร้างความเข้มแข็งของผู้นำชุมชน ผู้นำศาสนา นักการเมืองท้องถิ่น ให้มีจิตสำนึกประชาธิปไตย คุณธรรม จริยธรรมและความสามารถในการบริหารงานพัฒนาชุมชนและท้องถิ่น เป็นต้น ด้วยการเปิดโอกาสให้คณาจารย์ นักวิชาการ ตลอดถึงประชาชนผู้ให้ความสนใจที่ฝักใฝ่ในผลงานวารสาร ได้มีโอกาสนำปัญหาหรือประเด็นต่าง ๆ ที่กล่าวมาแล้วนี้สร้างสรรค์เป็นบทความในแง่ของศาสตร์แห่งสังคม นำมาพิมพ์เผยแพร่ อาจนำมาสู่การโต้แย้งวิพากษ์ วิจารณ์ จนกระทั่งตกผลึก เป็นหนทางในการแก้ปัญหาให้กับสังคมได้อีกโสดหนึ่งด้วย
ประการสำคัญ วารสารวิชาการเพื่อรับใช้สังคมฉบับนี้ ย่อมเกิดขึ้นมิได้ถ้าไม่ได้รับความอนุเคราะห์จากครูผู้เป็นเมธีอันเปี่ยมด้วยความเมตตาท่านหนึ่งซึ่งหลังจากที่ผู้เขียนได้เข้าพบท่านและปรารภเรื่องการก่อตั้งงานวารสาร ท่านได้ให้คำแนะนำและถ่ายทอดความรู้จากประสบการณ์ของท่านที่ดำรงตำแหน่งเป็นบรรณาธิการวารสารมนุษยศาสตร์และสังคมศาสตร์มาอย่างยาวนาน ทำให้แสงสว่างได้ปรากฏขึ้นท่ามกลางความมืดมนในมโนสำนึก ขับไล่ทุปปัญญาให้ห่างไกลจากใจผู้เขียนไปอักโข ประกอบกับ ก่อนหน้านี้ท่านได้ถ่ายทอดศิลป์และศาสตร์แห่งภาษาไทยให้แก่ผู้เขียนได้มีโอกาสรังสรรค์บทความนำผลงานวิชาการสู่เวทีวารสารมนุษยศาสตร์และสังคมศาสตร์ในช่วงปีกลายที่ผ่านมา ถือได้ว่า เป็นส่วนหนึ่งที่ก่อให้เกิดสำนึก เล็งเห็นถึงคุณค่าในการจัดทำวารสารฉบับนี้ยิ่งขึ้น
แม้นว่า ผู้เขียนจะมีความมุ่งมาดปรารถนาให้งานวารสารเกิดผลสัมฤทธิ์สักเพียงใดก็ตาม หากไร้ซึ่งผู้คอยชี้นำแนวทาง คงยากยิ่งนักที่จะสำเร็จ ดุจเรือเดินทะเลที่ปราศจากเข็มทิศ อาจพุ่งชนเอากับหินโสโครกถึงขั้นอับปางลงได้ ฉะนี้ผู้เขียนจึงขอความเมตตาจากท่าน ให้ท่านกรุณาเป็นเสาหลักประดุจปริณายกด้วยการดำรงเป็นกองบรรณาธิการให้กับวารสารฉบับนี้ ท้ายที่สุด ท่านได้ตกปากรับคำ นำมาซึ่งความปีติยินดีให้กับผู้เขียนยิ่งนัก ครั้งหนึ่งในวาระการประชุมงานวารสาร ท่านให้โอวาทแก่ทุกคนว่า พึงตั้งมั่นอยู่ในคำสอนของพระพุทธเจ้า โดยยึดหลักธรรม คือ พละ 5 อันได้แก่ ศรัทธา วิริยะ สติ สมาธิ และปัญญา เพื่อเป็นแนวทางประคองจิตใจในขณะเจออุปสรรค ท่านเล่าถึงอัตชีวประวัติของท่านเมื่อต้องผจญกับปัญหานานัปการ นับแต่เริ่มต้นเข้าสู่วงการวิชาการจนกระทั่งไต่เต้าขึ้นมาเป็นศาสตราจารย์ว่า “ท่านไม่ได้โตอย่างเขียดที่พยายามก้าวกระโดดขึ้นไปจับเกาะที่ใดก็ได้ แต่ท่านใช้ความมุมานะเพียรพยายามอย่างค่อยเป็นค่อยไปต่างหากเล่าจึงสำเร็จ” ท่านได้ตักเตือนพวกเราต่อไปว่า “เมื่อปรารถนาจะเป็นนักวิชาการที่ดีมีคุณธรรมให้พึงระวังมาร 4 จำพวก ได้แก่ ธนมารา ศฤงคารมาราทุปปัญญามารา และอหังการมารา พวกมารเหล่านี้จะเป็นผู้เข้ามากั้นขวางคุณงามความดีในขณะปฏิบัติหน้าที่อยู่” ด้วยจิตเมตตาของท่านที่มอบความรู้ให้แก่ทีมงานวารสารประหนึ่งศิษย์ผู้มีครูที่พร้อมจะต่อสู้กับความเหนื่อยยากทั้งกายและใจ หวังให้ประสบผลสำเร็จในหน้าที่การงานที่ได้มุ่งประสงค์เอาไว้ด้วยการร่วมกันนำพาวารสารนิติศาสตร์และสังคมท้องถิ่นให้พัฒนาอย่างยั่งยืนเพื่อรับใช้สังคมและท้องถิ่น ร่วมกันเชิดชูชื่อเสียงของมหาวิทยาลัยราชภัฏสุราษฎร์ธานีให้เป็นที่เชื่อถือ ศรัทธา ของชาวลุ่มแม่น้ำตาปี และประชาชนคนทั้งประเทศ สมกับเจตนารมณ์ของครูผู้อยู่ในดวงใจของพวกเราตลอดไป
