The Guidelines for E-Government Policy Implementation in Public Organizations

Abstract
From implementing e-government policy, this research study reveals that the planning that has not been focused in e-government, lack of budget support, and lack of IT professionals, has an immense problem to achieve on e-government policy implementation in public organizations.
According to four types in e-government service management that consist of government to citizen service, government to business service, government to government service, and government to employees service, this research study also reveals that there are different progresses in phases in each type of services. Both government to citizen service and government to employees service types have progress in phase 1 (providing information) and phase 2 (one-way interaction). But two laters; government to business service, and government to government service are faced with problems in lacking of budget support and lacking of IT professionals, especially in managements in public organizations should have digital leadership skill along with management power, even organizations have different service models.
