The Proposed Policy for Thai Reserve Officer Training Corps Students of Royal Thai Army Trainings

Abstract

The purposes of this research included; 1) to study current situation, issues, obstacles, and to evaluate the trainings of the Thai Reserve Officer Training Corps Students (TROTCS), 2) to study future scenario of the training that needs to produce quality Royal Thai Army resources, and 3) to develop the proposed policy for TROTCS’ training.


The proposed policy research used mixed methods including; quantitative method and questionnaires. The latter was used to evaluate the trainings of 24,643 students and 270 military instructors, and to attest the draft of this proposed policy for TROTCS’ trainings by 13 senior/expert members. The quantitative research method was used to analyze relevant documents of the training. It was combined with in-depth interview to evaluate the trainings for TROTCS by 21 experts, and the other 17 senior members contributed to the study of future scenario of the trainings which is expected to produce quality Royal Thai Army resources.


The results of this study revealed that; 1) the evaluation on policy, aims, and objectives of the TROTCS’ trainings were at the most appropriate level (µ = 4.61, s = 0.64). Admissions and registrations of TROTCS was at appropriate level (µ = 3.97, s = 0.97). The training process, training staff cooperation, and instructor’s teaching techniques were at highly appropriate level (µ = 4.08, s = 0.97). TROTCS’s completed the trainings at highest satisfactory level (µ = 4.63, s = 0.56). 2) The potential possibility of TROTCS’ training to produce quality Royal Thai Army resources included modules that focus on; raising respectfulness towards the senior, strictly following military discipline, knowing own roles, contributing to the society, being dedicative, and following religion doctrine. 3) The proposed policy for TROTCS’ trainings consisted of policy proposals for training military students of the Royal Thai Army consisted of 5 policies as follow; (1) TROTCS are trained to become the reserve force and strength of the army to maintain the stability of the nation, (2) recruiting quality TROTCS is considered an effective beginning to find desired TROTCS, (3) the trainings must reflect policies, aims, objectives, as well as the Thailand 4.0 model, (4) expected outcomes of the training are to produce TROTCS with quality, knowledge, discipline, image, passion, and loyalty to the nation, religion, the King, and the Royal Thai Army, and (5) TROTCS must be good citizen of the nation.
