บทคัดย่อ
วิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาความต้องการจำเป็นในการบริหารองค์กรนักศึกษาแบบมีส่วนร่วมของศูนย์ส่งเสริมการเรียนรู้ ในสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดอุตรดิตถ์ 2) เพื่อหาแนวทางในการบริหารองค์กรนักศึกษาแบบมีส่วนร่วมของศูนย์ส่งเสริมการเรียนรู้ ในสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดอุตรดิตถ์ 3) เพื่อประเมินความเหมาะสมและความเป็นไปได้ตามแนวทางการบริหารองค์กรนักศึกษาแบบมีส่วนร่วมของศูนย์ส่งเสริมการการเรียนรู้เรียนรู้ ในสังกัดสำนักงานส่งเสริมจังหวัดอุตรดิตถ์ เป็นการวิจัยแบบผสมผสาน กำหนดกลุ่มประชากรแบบเจาะจง ประกอบด้วย ผู้อำนวยการ จำนวน 9 คน ข้าราชการครู จำนวน 10 คน หัวหน้า กศน.ตำบล จำนวน 81 คน ครู ศรช. จำนวน 2 คน และประธานองค์กรนักศึกษา จำนวน 9 คน รวม จำนวน 111 คน และกลุ่มเป้าหมาย 10 คน เครื่องมือที่ใช้ในการวิจัยครั้งนี้ คือ แบบสอบถาม และแบบสัมภาษณ์ วิเคราะห์ข้อมูล โดยหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า ความต้องการจำเป็นในการบริหารองค์กรนักศึกษาแบบมีส่วนร่วมของศูนย์ส่งเสริมการเรียนรู้ ในสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดอุตรดิตถ์ พบว่าความต้องการจำเป็น ด้านการมีส่วนร่วมในการรับผลประโยชน์ มีค่ามากที่สุด รองลงมา คือ ด้านการมีส่วนร่วมในการประเมินผล ด้านการมีส่วนร่วมในการดำเนินการ และด้านการมีส่วนร่วมในการตัดสินใจมีค่าต่ำสุด แนวทางในการบริหารองค์กรนักศึกษาแบบมีส่วนร่วม แบ่งออกเป็น 4 ด้าน คือ ด้านการมีส่วนร่วมในการตัดสินใจ ผู้มีส่วนเกี่ยวข้องควรมีส่วนร่วมในการวางแผนดำเนินการ ด้านการมีส่วนร่วมในการดำเนินการ ควรมีการประสานงานสร้างความร่วมมือ ควรมีการนิเทศติดตาม และควรให้ขวัญกำลังใจเพื่อเป็นแรงเสริม ด้านการมีส่วนร่วมในการรับผลประโยชน์ ควรมีการพิจารณาความดีความชอบให้กับผู้มีส่วนร่วมในการดำเนินงานขององค์กรนักศึกษาที่ประสบผลสำเร็จ ด้านการมีส่วนร่วมในการประเมินผล ควรให้ผู้มีส่วนเกี่ยวข้องร่วมประเมินผลตามกรอบการประเมิน ควรกำกับติดตามการดำเนินงานอย่างสม่ำเสมอ การประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการบริหารองค์กรนักศึกษาแบบมีส่วนร่วม ภาพรวมอยู่ในระดับ มาก
