ยุทธศาสตร์การพัฒนาเศรษฐกิจชุมชนโดยอาศัยภูมิปัญญาท้องถิ่นของตำบลทับกฤช อำเภอชุมแสง จังหวัดนครสวรรค์

บทคัดย่อ

งานวิจัยฉบับ นี้ มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพเศรษฐกิจของชุมชนตำบลทับกฤช 2) เพื่อสร้างยุทธศาสตร์การพัฒนาเศรษฐกิจชุมชนโดยอาศัยภูมิปัญญาท้องถิ่นของชุมชน และ3) เพื่อทดลองยุทธศาสตร์การพัฒนาเศรษฐกิจชุมชนตำบลทับกฤช โดยวิธีวิจัยเชิงคุณภาพและวิธีวิจัยเชิงปริมาณ กลุ่มตัวอย่างจำนวน 50 คน แบ่งออกเป็น 5 กลุ่มๆ ละ 10 คน คือ 1) ปราชญ์ชาวบ้าน จำนวน 10 คน 2) กลุ่มเก็บผลผลิตบัว จำนวน 10 คน 3) กลุ่มแปรรูปบัว จำนวน 10 คน 4) กลุ่มจำหน่ายผลผลิตจากบัว จำนวน 10 คน 5) ผู้นำชุมชนและผู้นำท้องถิ่น จำนวน 10 คน เครื่องมือที่ใช้ในการวิจัยได้แก่แบบสอบถาม และการประชุมกลุ่มกับผู้ที่มีส่วนเกี่ยวข้อง การวิเคราะห์ข้อมูลโดยใช้ค่าสถิติและการพรรณนาเชิงวิเคราะห์ ใช้กระบวนการวิจัยแบบมีส่วนร่วมดำเนินการศึกษาสภาพปัญหาและสาเหตุ แล้วนำข้อมูลมาวิเคราะห์เพื่อสร้างยุทธศาสตร์การพัฒนาเศรษฐกิจชุมชนโดยอาศัยภูมิปัญญาท้องถิ่นของชาวตำบลทับกฤช อำเภอชุมแสง จังหวัดนครสวรรค์

ผลการศึกษาสภาพเศรษฐกิจของชุมชนตำบลทับกฤช พบว่า 1) ผู้ผลิตและแปรรูปบัวของตำบลทับกฤชไม่คำนึงความปลอดภัยการผลิต 2) ชุมชนขาดการเสริมสร้างกลุ่ม/เครือข่ายอาชีพในชุมชนแบบครบวงจร 3) ชุมชนขาดความต่อเนื่องการสืบสานประเพณี และวัฒนธรรม และ 4) ชุมชนยังขาดศูนย์เรียนรู้ชุมชนตำบลทับกฤชเพื่อการพัฒนา

ผลการสร้างยุทธศาสตร์การพัฒนาเศรษฐกิจชุมชนโดยอาศัยภูมิปัญญาท้องถิ่นของชาวตำบลทับกฤช อำเภอชุมแสง จังหวัดนครสวรรค์ จึงกำหนดยุทธศาสตร์การพัฒนาเศรษฐกิจชุมชนขึ้นจำนวน 4 หน่วยระบบ ได้แก่ หน่วยระบบที่ 1 สร้างมาตรฐานสุขอนามัยและผลิตภัณฑ์ หน่วยระบบที่ 2 การเสริมสร้างกลุ่ม/เครือข่ายอาชีพอาชีพการผลิตบัวอย่างครบวงจร หน่วยระบบที่ 3 จัดประเพณีเกี่ยวกับการกินบัวประจำปี และหน่วยระบบที่ 4 จัดตั้งศูนย์เรียนรู้ตำบลทับกฤชเพื่อการพัฒนา

ผลการทดลองยุทธศาสตร์ พบว่า สามารถแก้ปัญหาการพัฒนาให้เป็นระบบ ได้โดยการสำรวจชาวบ้านที่มีส่วนเกี่ยวข้องกับการผลิตบัวในตำบลทับกฤช มีความคิดเห็นว่า มีการพัฒนาที่ชัดเจนในเรื่องของการส่งเสริมอาชีพด้านการผลิตบัว ที่เหมาะสมกับท้องถิ่น กลุ่มตัวอย่างทั้ง 5 กลุ่มให้ความคิดเห็นระดับความพึงพอใจ ระดับมาก และระบบที่สร้างขึ้นได้ช่วยคลี่คลายปัญหาทุกข์ร้อนโดยมีระดับความพึงพอใจมากที่สุด และความพึงพอใจในคู่มือยุทธศาสตร์การพัฒนาโดยภาพรวมมีระดับมาก

The Strategies of Community Economy Development by Using Local Wisdom for Thapkrit Subdistrict, Chum Seang District, Nakhon Sawan Province

The purposes of this study were aimed to 1) investigate economy status of the community in Thapkrit Sub-district; 2) create strategies for community’s economy development by using local wisdom in the community; and 3) try out the strategies for community’s economy development in Thapkrit Sub-district. The study was conducted by using both qualitative and quantitative methods. The sample group consisted of 50 people, divided into 10 per each group, included 1) community’s wise men for 10 persons, 2) lotus collecting group for 10 persons, 3) lotus processing group for 10 persons, 4) product made from lotuses selling group for 10 persons, and 5) community’s leaders and local administrators for 10 persons. The tools used in this study were survey questionnaire and group discussion. Data was analyzed by using descriptive statistics and content analysis. The participatory approach was adhered in study of situation, problems, and causes in order to create a strategy for community economy development by using local wisdom in Thapkrit Sub-district, Chum Seang District, Nakhon Sawan Province.

The results of community economic status study were shown that 1) lotus producing and processing people in Thapkrit Sub-district were less awareness of production safety; 2) the community was lacked of support in group strengthening and occupational networking thoroughly; 3) the community did not proceed their heritage in traditional ceremony and culture continuously; and 4) the community was lack of a center for community learning and development in Thapkrit Sub-district.

The results of strategic development for community’s economy strengthening by using local wisdom in Thapkrit Sub-district, Chum Seang District, Nakhon Sawan Province were consisted of four parts as follows: 1) formality of standard for hygiene and products; 2) lotus producing occupation group thoroughly strengthening and networking; 3) Lotus Festival yearly cerebration; and 4) learning center organizing.

The results of strategic try out were confirmed that the strategies could solve problems of development systematically. According to the survey among villagers in Thapkrit Sub-district, it was revealed that the development was clear for supporting of lotus producing occupation and also appropriate with the local context. The five key informant groups came with a conclusion that they were highly satisfied and the created system helped to solve the problems in the highest satisfactoriness. Last but not least, the satisfaction in the handbook of strategies for community’s economy development, in the overall was high.
