การจัดการปัญหาขยะมูลฝอยในชุมชนเทศบาลนครพระนครศรีอยุธยา

บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาทรัพยากรธรรมชาติและสิ่งแวดล้อมในชุมชนเมืองของประเทศไทย กรณีปัญหาขยะมูลฝอยในชุมชนเทศบาลนครพระนครศรีอยุธยา และเพื่อศึกษาปัจจัยที่ส่งผลต่อการจัดการปัญหาขยะมูลฝอย โดยใช้การวิจัยเชิงคุณภาพด้วยการสัมภาษณ์ สังเกต และสนทนากลุ่มเพื่อทำการเก็บรวบรวมข้อมูลจากผู้เกี่ยวข้องทั้งภาครัฐและชุมชน จำนวน 30 คน โดยมีการสังเกต ลงพื้นที่ภาคสนาม และวิจัยเอกสาร ผลการวิจัยพบว่า ปัญหาเกิดจากการจัดระบบการกำจัดขยะที่ไม่เหมาะสมทางเทคนิควิชาการ และความบกพร่องในการทำหน้าที่ของหน่วยงานผู้รับผิดชอบ โดยมีปัจจัยด้านการบริหารจัดการปัญหาขยะมูลฝอยในพื้นที่ ประกอบด้วย กฎหมายและการบังคับใช้ ภาวะผู้นำ หลักธรรมาภิบาล และการมีองค์กรผู้รับผิดชอบ ทั้งนี้ มีแนวทางการจัดการปัญหาที่สำคัญ ได้แก่ นโยบายที่ชัดเจนของรัฐบาล งบประมาณจากส่วนกลางที่เพียงพอ องค์ความรู้ของเจ้าหน้าที่และประชาชน การบูรณาการการทำงานร่วมกันทุกภาคส่วน และการจัดการปัญหาอย่างยั่งยืนโดยยึดหลักวิทยาการความชำนาญและสันติวิธีในการจัดการ

Solid Waste Management in the communities of Ayutthaya City Municipality

This research aims to study the problem of natural resources and the environment in urban areas in Thailand was Solid Waste Management in the communities of Ayutthaya City Municipality to be informed of the factors that affect to Solid waste management. The research employed qualitative research such as in-depth interviews and focused group interviews to collect data from government agencies and people in the community stakeholders of 30 people ,and observation into the field and documentary research. The study were found that "the problem" was caused by improper waste disposal system , technical, academic and the failure to act of the authorities. Management Factors that affect to the efficiency in handling the problem i.e. legislation and enforcement, leadership, good governance and the organization responsible. The guideline used in management problem i.e. clear policy, adequate budget, knowledge of the authorities and the public, integration of all sectors working together and sustainable scientific knowledge and technical knowhow of eradicate the management problems with peaceful.
