ต้นแบบการบริหารจัดการขององค์กรปกครองส่วนท้องถิ่นในประเทศไทย

บทคัดย่อ

งานวิจัยเรื่อง “ต้นแบบการบริหารจัดการขององค์กรปกครองส่วนท้องถิ่นในประเทศไทย” มีวัตถุประสงค์ คือ เพื่อศึกษาลักษณะการบริหารจัดการขององค์กรปกครองส่วนท้องถิ่นที่ได้รับรางวัลองค์กรปกครองส่วนท้องถิ่นที่มีการบริหารจัดการที่ดี เพื่อศึกษาแนวทางสู่การบรรลุผลสำเร็จในการบริหารจัดการขององค์กรปกครองส่วนท้องถิ่น และ เพื่อนำผลการศึกษาที่ได้มาพัฒนาต้นแบบ (Prototype) การบริหารจัดการขององค์กรปกครองส่วนท้องถิ่น

การวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพและเชิงปริมาณ โดยมีกรณีศึกษาที่ใช้ในการวิจัย ประกอบด้วยองค์กรปกครองส่วนท้องถิ่นที่ได้รับรางวัลองค์กรปกครองส่วนท้องถิ่นที่มีการบริหารจัดการที่ดี ในเขตพื้นที่ภาคกลาง จำนวน 5 แห่ง ได้แก่ องค์การบริหารส่วนจังหวัดอ่างทอง เทศบาลตำบลเขาพระงาม อำเภอเมืองลพบุรี จังหวัดลพบุรี เทศบาลตำบลบ้านเชี่ยน อำเภอหันคา จังหวัดชัยนาท องค์การบริหารส่วนตำบลบ้านหม้อ อำเภอเมืองเพชรบุรี จังหวัดเพชรบุรี และองค์การบริหารส่วนตำบลท่างาม อำเภออินทร์บุรี จังหวัดสิงห์บุรี โดยใช้แนวคิดทฤษฎีกระบวนการบริหาร แนวคิดเกี่ยวกับภาวะผู้นำ และหลักธรรมาภิบาล เป็นกรอบในการวิจัยเชิงคุณภาพ และทำการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกและการจัดสนทนากลุ่มจากผู้มีส่วนได้ส่วนเสียจำนวน 50 คน และทำการวิจัยเชิงปริมาณเพื่อสนับสนุนผลการวิจัยเชิงคุณภาพ โดยใช้แบบสอบถามเป็นเครื่องมือในการวัดความคิดเห็นที่มีต่อการบริหารจัดการของผู้บริหารองค์กรปกครองส่วนท้องถิ่น 9 ด้าน ได้แก่ ด้านนโยบาย ด้านอำนาจหน้าที่ด้านการวางแผน ด้านการจัดองค์การ ด้านการบุคลากร ด้านการอำนวยการ ด้านการประสานงาน ด้านการรายงานผลการปฏิบัติงาน และด้านการงบประมาณ โดยใช้กลุ่มตัวอย่าง คือ สมาชิกสภาองค์กรปกครองส่วนท้องถิ่นทั้ง 5 แห่ง จำนวน 82 คน

ผลการศึกษาพบว่า จากการวิเคราะห์ข้อมูลร่วมของกรณีศึกษา ทั้งจากผลการวิจัยเชิงคุณภาพและผลการวิจัยเชิงปริมาณ สามารถนำมาสรุปเป็นต้นแบบ (Prototype) การบริหารจัดการขององค์กรปกครองส่วนท้องถิ่นในประเทศไทยได้ 9 ประการ ได้แก่ มีผู้นำองค์กรดี มีการมีส่วนร่วม มีการบริหารจัดการครบถ้วนสมบูรณ์ มีการพัฒนาท้องถิ่น แก้ปัญหา พัฒนาคุณภาพชีวิต มีจิตใจ “ธรรมาภิบาล” มีความสามัคคีปรองดอง มีนวัตกรรม มีมาตรฐาน และมีต้นทุนที่ดี ซึ่งต้นแบบที่ได้จากการวิจัยครั้งนี้สามารถนำไปใช้ในการพัฒนาการบริหารงานขององค์กรปกครองส่วนท้องถิ่นอื่นๆ ให้มีการบริหารจัดการที่มีประสิทธิภาพและประสิทธิผลสูงสุด

An Administrative Management Prototype of Local Government Authorities in Thailand

The objectives of this study were to study the nature of administration in local administration organization with rewards in best practices, to study the way which leaded to achieve the success in local administration organization, and  to develop a prototype in local administration organization from the findings.

This research is a mixed method of both qualitative and quantitative methodology with case studies of 5 best practice in the central region of local administration organizations, namely Angthong Provincial Administration Organization, Khaoprangam Municipality, Muang Lopburi District Lopburi Province,  Banchian Municipality, Hunka District, Chainat Province, Banmor Subdistrict Administrative Organization, Muang Phetchaburi District, Phetchaburi Province, and Tarngam Subdistrict Administrative Organization, Inburi District, Singburi Province. In this respect, theories and concepts on administrative management and leadership theories and leadership concepts as well as good governance concepts were employed as a qualitative conceptual framework. In addition, a qualitative research by in-depth interview and focus group discussion with stakeholders for 50 persons were made, and doing a quantitative research so as to support the findings from qualitative research by using questionnaires as a tool of the study in confirming the comments toward the administration of local administration organization leaders in 9 dimensions, namely, policy, authorities, planning, organizing, staffing, directing, coordinating, reporting and budgeting. The samplings as employed in this study were the members of those 5 local administration organizations for the total number of 82.

Finally, the findings of this study as to a prototype of local government authorities concluded were as follows having good leader, participating, having perfect and complete administration, having local development, solving problems and developing standards of life, having the so-called good governance mind, having unity, having new innovation, having good standards, and having good basic backgrounds. A prototype as a result of this research can be employed in the development of the administration to other local administration organizations to maximize efficiency and effectiveness in administration.
