Effectiveness of Applying Local Development Plan to the Operation of Sub- District Administrative Organizations in Phetchabun Province

Abstract

The purposes of the researcher were 1) to study the effectiveness of development plan implemented to Sub-district Municipality in Phetchabun Province, 2) to study the factors affected to the effectiveness of development plan implemented to Sub-district Municipality in Phetchabun Province, and 3) to study the development guideline of the effectiveness of development plan implemented to Sub-district Municipality in Phetchabun Province. This research used mixed research methods; quantitative and qualitative approach. The samples were full time staffs and people of Sub-district Municipality, identified by job features as follows; were 719 people of Sub-district Municipality in Phetchabun Province. Research instruments were questionnaires (Rating Scale), and the research statistics were percentage, average and standard deviation, Pearson’s Product Moment Correlation Coefficient (r), Multiple Regression.

The research findings were as follows.

1. The opinion level of full time workers and people on the effectiveness of development plan implementation for Sub-district Municipality in Phetchabun Province in overall was at the high level (= 3.86), identified by each aspect as follows ; in aspect of achievement its aim and coordination was at the highest level (= 4.18), the second is in the affordability and reliability was at high level (= 3.96), then in the promotion and innovation control was at moderate level (= 3.85), and the development of competitive incentives was at the lowest level (= 3.76).

The opinion level of full time workers and people on the factors effected to the effectiveness of development plan implementation for Sub-district Municipality in Phetchabun Province, the overall was at the high level (= 3.64), could be sorted as follows: monitoring (= 3.96), the freedom to work (= 3.74), the social integration (= 3.67), coordination with other agencies (= 3.61), the participation (= 3.15) and work planning (= 2.72).

1. The factors affected to the effectiveness of development plan implemented to Sub-district Municipality in Phetchabun in overall were the social integration, and work planning which regression coefficients were 0.257 and 1.325 respectively and predictive confident was 0.658. Therefore, the model could predict the effectiveness of development plan implementation for Sub-district Municipality in Phetchabun Province in overall was 65.80 percent.

The guideline of the effectiveness of development plan implemented to Sub-district Municipality in Phetchabun Province consisted of six factors that affected the effectiveness of development plan implemented to Sub-district Municipality in Phetchabun Province included participation, cooperation with other agencies, social integration, in planning work, the freedom to work, monitoring, and competitive incentives.

3.  The effectiveness of development plan implemented to Sub-district Municipality in Phetchabun Province consisted of four factors: the achievement (its aims and coordination), the affordability and reliability, the promotion of innovation in controlling which would be adapted for development plan of Sub-district Municipality in Phetchabun Province.
