การประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น อำเภอปัว จังหวัดน่าน

Abstract

The purpose of this research was to assess the level of integrity and transparency in administration of 12 local administrative organizations in Pua District, Nan Province. The survey was carried out by using the questionnaires to assess perception of the externals and perception of the internals, and evidence-based evaluation of operation system.  The study focussed on five areas: transparency, accountability, integrity, moral culture, and ethics. The data was analyzed by the statistical computerize software in percentage and means.

The results were found that integrity and transparency in administration of local administrative organizations in Pua District, Nan Province, in the overall was at the high level (79.79%). The first five of score ranking were 1 Chaiwattana (86.65%), 2 Silaphet (85.74%), 3 Silalaeng (85.35%), 4 Waranakhon (84.69%), and 5 Ngang (81.74%), respectively. When comparing with the score criterion of integrity and transparency assessment, the first five sub-district organizations were at the very high level, and the other seven sub-district organizations were at the high level.
