The Guidelines for Capacity Building of the CLC Facilitators

Abstract

   The purposes of this R&D research on the Guidelines for Capacity Building of the CLC Facilitators were to 1) study the necessary capacities for CLC facilitators 2) to develop the capacities of CLC facilitators and 3) to inspect the appropriateness of the CLC facilitators’ capacities. The research procedure was done through focus group. Delphi Method was used for analysis and synthesis of data. In this regard, 17 specialists with high expertise in community learning centre (CLC) and with some experiences and knowledge concerned were interviewed. After that, all information and data obtained from the interviews were rechecked about the appropriateness and the needs for capacity development by CLC facilitators, all information and data of which later on was sent to the responsible organizations for further development and improvement of the needed capacities to set the guidelines for the CLC facilitators’ implementation of nonformula and informal education with more effectiveness.
   The results were found that the guidelines for the necessary capacities of the CLC facilitators could be classified into 5 aspects as follows: 1) core capacities comprising the capacities on virtues and ethics, knowledge and ability as well as leadership 2) capacities based on the roles comprising professional and role capacities 3) personal capacities comprising living together with others and particular skills on working 4) capacities on CLC tasks and activities comprising planning and working and 5) capacities towards organization comprising effective working, budgeting, materials and equipment, as well as organizational cultures.
   After that, the mentioned guidelines proposed by those specialists were rechecked for making comments by 64 CLC facilitators from 9 districts in Sa Kaeo province. It revealed that the appropriateness of the guidelines on five aspects was at high level. Those facilitators required to develop the core capacity, the capacity based on the roles and the personal capacity respectively.
