The Dynamic of Administration Affecting Education Quality of Schools under Chiang Rai Primary Educational Service Area Office 1

Abstract

   The objectives of this study were: 1) to examine the education quality of schools under Chiang Rai Primary Educational Service Area Office I; and 2) to investigate the dynamic or key factors and components of educational administration affecting the education quality of schools under Chiang Rai Primary Educational Service Area Office I. This qualitative research based on multiple case studies using content analysis, thematic analysis, and crosschecking accuracy of the data by means of triangulation. The selection of research site was under these criteria. Three schools were selected from Chiang Rai Primary Educational Service Area Office I. They were medium-sized schools having around 121-499 students and they have O-net scores for Grade VI students in three ranges, that is, students having the highest, mixed levels, and lowest O-net. These schools were Thai Charoen School, Mae Phua Nai School, and Chon Daen School. (The school names were dummied to give honor and fame of the schools.) The reason in choosing the school by using muliple comparaive case studies was to obtain clear conclusion. The research instruments were four sets of participatory observation and structured interview, the first set for school principals, chief, head of learning area, and teachers, the second set for school board of committee, the third set for students, and the fourth set for parents. There were 83 specialist informats involving five school principals, three heads of academic affairs, three heads of budget division, three heads of personnel, one head of student affairs, three heads of general administration, 20 teachers, 20 students, 10 committees of school board, five school alumnis, five retired staff, and five parents. The samples selection was employed purposive and snowball sampling methods.
   The findings revealed that:
   1. The O-net mean scores in 2009-2014 of Thai Charoen School, in overall, tended to increase in every semester. The O-net mean scores for Ban Mae Phua Nai were in mixed levels and Chon Daen School showed the lowest O-net in every semester.
   2. The dynamic factors comprised six components that affected the educaiton quality as follows: 1) Educational Area, 2) Student Input, 3) Administration Process, 4) Instructional Management, 5) Cultural Transmission Process, and 6) Parents Network System.
   3. The components in educational administration involved six aspects included 1) Leading, 2) Strategic Planning, 3) Hearing Feedback from Students and Stakeholders, 4) Mechanisms of Working System, 5) Personnel, and 6) Overall School Achievements.
