The Academic Affairs Administration Supporting Instructional Management of Schools under Office of Chiang Rai Primary Educational Service Area

Abstract
This research aims at examining the state, problem and recommendations for academic affairs administration supporting instructional management of schools under Office of Chiang Rai Primary Educational Service Area. The population was 600 school principals under Office of Chiang Rai Primary Educational Service Area. The samples were 395 participants selected by cluster sampling. The research instrument was questionnaire comprising 3 sections: Part 1 was checklist, Part 2 was 5-point rating scale, and Part 3 was open-ended questions. The statistics used for data analysis were frequency, percentage, mean and standard deviation.
The results showed that the state of academic affairs administration supporting instructional management of schools under Office of Chiang Rai Primary Educational Service Area, in overall 9 aspects, was rated at the high level. The problems of academic affairs administration supporting instructional management of the schools were that teachers lacked understanding on the curriculum; teachers did not understand the QA indicators; inadequate budget for development of learning resources; teachers used traditional teaching methods, and insufficient budget for developing innovative instructional media and educational technology. The recommendations for academic affairs administration supporting instructional management of the schools under Office of Chiang Rai Primary Educational Service Area were that teachers should be equipped with understanding on the national core curriculum; the school should clearly assign a person in charge and systematically determine the roadmap for curriculum development; the teachers should clearly understand QA indicators and its principles; the school should allocate sufficient budget in developing appropriate learning resources; the school should design the activities focusing on student-centeredness by motivating and enabling the students to think, perform and solve problems; the evaluation should agree with the educational standards, learning content, learning unit, learning activity, and authentic assessment.
