Abstract
The purpose of this research was to study the best practice guidelines for outstanding public library management in accordance with the library standard framework. Under the Office of Non-formal Education and Informal Education is a qualitative research The target groups for study were educational institutions under the Office of Non-Formal Education and Informal Education. A total of 4 places by specific selection (purposive sampling). The key information providers were 4 administrators, 8 public library librarians, 8 teachers and personnel, 8 public library committees, 8 service recipients, total Total of 36 people. Tools used for research were structured interviews, interviews, and analysis of research results by content analysis.
The results showed that the best public library management practices were outstanding nationally according to the library standard framework. Under the Office of Non-formal Education and Informal Education, it was found that it consisted of 4 aspects: 1. Management Administrators together with staff, committees, and network partners jointly plan the operation to be in line with the policy from the affiliation and the standard criteria of the library. Modern technology is used in management. Create an atmosphere and environment conducive to learning and research. Create a variety of learning resources in collaboration with network partners in the area. There is public relations for activities through a system linking learning resources and improving work efficiency. 2. Services and activities The service learning process has been designed through a variety of media. Use technology to make information, store, search, disseminate and publicize. supply various media Activities according to the needs of service users and can be applied in daily life. 3. Technology, research and innovation Executives encourage personnel to be developed in technology and innovation. All parties are involved in designing new innovation activities using technology. Providing proactive services that truly reach people. 4. Development of the physical environment Public libraries have modernized their internal and external environment. in line with the needs of the service recipients
