Abstract

This article aims to 1) Study community capital, and community wisdom, and search for local development leaders in Chiang Rai, the city of learning. 2) Analyze the factors of local development leaders towards Chiang Rai, the city of learning. 3) Create a social map of local development leaders towards Chiang Rai, a city of learning. It was a mixed research method, the population aged 20-60 years in Chiang Rai Province, 400 samples, and 25 key informants.

The results revealed that community capital that promotes local development leaders consisted mainly of human capital (34.50%), including community capital. in terms of environmental capital, monetary capital, and socio-cultural capital. The results of factors the leading study revealed that a spiritual leader is the most important (30.50%) and the participation development mechanism will strengthen the network of Social maps of local development leaders to make Chiang Rai a truly learning city.
