Strategic Communication for Driving Smart City Development

Abstract

The development of smart cities is a crucial approach to enhancing citizens’ quality of life and strengthening national competitiveness through the integration of digital technologies, infrastructure, and effective urban management. The role of strategic communication in driving smart city initiatives can be analyzed into four dimensions: (1) communication for awareness and knowledge dissemination, (2) communication for change management (3) communication for stakeholder participation, and (4) communication for trust and transparency. Appropriate strategic communication approaches for advancing smart city development in Thailand include: (1) integrating communication strategies into the national smart city master plan, (2) ensuring transparent and continuous policy communication, (3) fostering stakeholder engagement, (4) managing conflicts and building consensus, (5) developing smart city branding, (6) utilizing data and innovation for communication, and (7) strengthening communication competencies of administrators at all levels involved in smart city development. The analysis indicates that successful smart city transformation relies heavily on these 7 communication dimensions to bridge structural and behavioral gaps, ultimate creating a shared sense of local ownership for sustainable urban digital transition.
