THE ROLES OF VILLAGE CIVIL SOCIETY FORMULATION THREE-YEAR LOCAL DEVELOPMENT PLAN OF PAYOM ADMINISTRATIVE ORGANIZATION, WANG NOI DISTRICT, PHRA NAKHON SI AYUTTHAYA PROVINCE

Abstract

The objectives of the study were 1) to study the roles of village civil society formulation three-year development plan of Phayom subdistrict administration organization, Wang Noi district, Phra Nakhon Si Ayutthaya province; and 2) to compare the roles of village civil society formulation three-year development plan of Phayom subdistrict administration organization, Wang Noi district, Phra Nakhon Si Ayutthaya province classified by personal factors, gender, age, education level, occupation and income. The study was a quantitative research. The population used in the study were 15,248 people from 5 villages in Phayom subdistrict administration organization, Wang Noi district, Phra Nakhon Si Ayutthaya province. The sample size was determined using Taro Yamane (Yamane, 1973) formula, with the numbers of 390 persons. The sample was selected using accidental random sampling. The instrument used in research was survey questionnaires. The statistics used in data analysis were frequency, percentage, mean, and standard deviation. The statistics used in hypothesis testing were t-test (Independent Samples Test) and F-test (One-Way ANOVA) analysis. And applied Scheffé's method in case of significant difference.

The findings of the study were as follows:

1. For the personal data of respondents, the majority of the respondents were male, 265 people or 67.9 percent, followed by female, 125 people or 32.1 percent, respectively. The majority of the respondents; were between 26-50 years old, 210 people or 53.8 percent; had a diploma / bachelor's degree, 164 people or 42.1 percent; were merchant s/ self-employed, 93 people or 23.8 percent; and earned income below 15,000 baht, 190 people or 48.7 percent.

2. The results of public opinions analysis towards the roles of village civil society formulationthe three-year development plan of Phayom subdistrict administration organization as a whole were at a high level (: 3.49, S.D. = 0.13). Considering in individual aspect, it was found that the aspect of strategies and development guidelines selection (: 3.79, S.D. = 0.32) and was the highest average, followed by the aspect of specifying the objectives of the development guidelines (: 3.78, S.D. = 0.31), the aspect of data collection and data analysis (: 3.71, S.D. = 0.32), the aspect of plan preparation (: 3.68, S.D. = 0.31), the aspect of project details/development activities preparation (: 3.33, S.D. = 0.29), the aspect of approval and promulgation of the three-year development plan (: 3.06, S.D. = 0.37), the aspect of the three-year development plan preparation (: 3.05, S.D. = 0.28) and was the least average, respectively.

3. The comparison of public opinions towards the roles of village civil society formulation three-year development plan of Phayom subdistrict administration organization indicated that the differences in personal factors, consisting of gender, age, education level, occupation, and income gave the different opinions towards the three-year development plan of Phayom subdistrict administration organization, Wang Noi district, Phra Nakhon Si Ayutthaya province with statistical significance at the level of .05.
