บทคัดย่อ
รายงานเล่มนี้ศึกษาวิเคราะห์ผลกระทบของภาวะ ‘อินโฟเดมิค’ ในช่วงการแพร่ระบาดของโควิด-19 ในระหว่างเดือนกุมภาพันธ์ พ.ศ. 2563 ถึงเดือนสิงหาคม พ.ศ. 2564 ที่สร้างอุปสรรคต่อการเข้าถึงข้อมูลด้านสาธารณสุขที่ถูกต้องแม่นยำในภูมิภาคเอเชียตะวันออกเฉียงใต้ โดยศึกษารูปแบบและวิวัฒนาการของภาวะดังกล่าวในภูมิภาค ถัดมารายงานเล่มนี้ได้ทบทวนมาตรการต่าง ๆ ที่ไม่ใช่กฎหมาย
ซึ่งถูกนำมาใช้เพื่อจัดการกับภาวะอินโฟเดมิค ซึ่งประกอบด้วยการแบ่งปันข้อมูล กระบวนการตรวจสอบข่าวปลอม มาตรการของบริษัทเทคโนโลยี การรายงานข่าวอย่างมีคุณภาพ และการรู้เท่าทันสื่อ (MIL) ซึ่งต่างมีข้อจำกัดที่แตกต่างกันไป รายงานฉบับนี้ สรุปผลว่าจำเป็นต้องมีความพยายามอย่างสอดประสานกันเพื่อพัฒนายุทธศาสตร์การรู้เท่าทันสื่อให้เป็นหลักประกันระยะยาวในการจัดการอินโฟเดมิค ในขณะที่กลยุทธ์อื่น ๆ ที่ถูกนำมาศึกษาทบทวนในรายงานฉบับนี้ ควรได้รับการพัฒนาต่อยอดควบคู่กันไปด้วย รายงานฉบับนี้เสนอแนะว่าจำเป็นต้องมีการตรวจสอบและประเมินประสิทธิภาพของการรู้เท่าทันสื่อและกลยุทธ์อื่น ๆ อย่างต่อเนื่อง รวมถึงต้องมีการปรับใช้กลยุทธ์ใหม่ ๆ เพื่อให้เข้ากับภาวะอินโฟเดมิคที่มีลักษณะเปลี่ยนแปลงไปตลอดเวลา
