บทคัดย่อ
บทนำ
ข่าวปลอมหรือข่าวลวง หรือ Fake news หรือ Junk/hoax News เป็นชุดของข้อมูลที่ทำขึ้นและเผยแพร่ต่อสาธารณชนผ่านสื่อในรูปแบบต่าง ๆ ไม่ว่าจะเป็นสื่อสิ่งพิมพ์หรือสื่อออนไลน์ โดยตั้งใจบิดเบือนจากข้อเท็จจริง ด้วยการเสนอข้อมูลหรือข่าวให้เข้าใจผิดในข้อเท็จจริง บิดเบียนข้อมูล (Disinformation) เสียดสีหรือล้อเลียน (Parody) หรือจงใจให้ข้อมูลที่เป็นเท็จ ไม่ถูกต้องตรงกับความจริง (Misinformation) หรือเสนอเนื้อหาอันเป็นการโฆษณาทางการเมือง หรือชวนเชื่อ เพื่อมุ่งร้าย ใส่ความ โจมตี หรือกล่าวหา บุคคล กลุ่มคน หรือองค์กร หรือมุ่งหวังผลประโยชน์จากข้อมูลที่เป็นเท็จดังกล่าว หรือเพื่อมุ่งเป้าให้ผู้รับข้อมูลเข้าใจผิดในเนื้อหาและจูงใจให้ส่งต่อเนื้อหานั้น ๆ ไปยังบุคคลอื่นต่อ ๆ ไป อันส่งผลเป็นบ่อนทำลายความสามารถของประชาชนในการแยกแยะข้อเท็จจริงจากความเป็นจริง โดยเฉพาะเป็นการขาดบรรทัดฐานหรือกระบวนการที่จะทำให้มั่นใจในความถูกต้องและน่าเชื่อถือของข้อมูล (European Commission, 2020; Verbruggen, Y., 2021; CITS, 2022)
