Development of a School Administration Model for Ban Suksamran Municipal School toward an Innovative School to Promote Creative Learning of Teachers and Students

Abstract

This research aimed to (1) investigate the current conditions and priority needs in school administration of Ban Suksamran Municipal School toward becoming an innovative school; (2) develop a school administration model to promote creative learning among teachers and students; (3) implement the developed model; and (4) evaluate the appropriateness and feasibility of the model. The study employed a research and development approach conducted in four phases. In Phase 1, data were collected from 50 participants, including 4 school administrators, 6 heads of Grades 1–6, and 40 teachers and educational personnel, using semi-structured interviews and a five-point rating scale questionnaire. The data were analyzed using content analysis, descriptive statistics, and the Modified Priority Needs Index. Phase 2 involved synthesizing and developing the model based on the INNOVATE–School Model framework and obtaining feedback from five experts through focus group discussions. Phase 3 consisted of implementing the model with 4 administrators, 16 teachers from Grades 4–6, and 150 students from Grades 4–6. In Phase 4, the model was evaluated by 5 experts, 4 administrators, and 11 educational personnel. The findings revealed that the overall current condition of school administration was at a moderate level, whereas the desired condition was at a high to the highest level. The highest priority needs were technology and innovation utilization (PNI = 0.44) and creative learning management (PNI = 0.43). Overall, the developed model demonstrated the highest level of appropriateness and a high level of feasibility.
