Abstract

          This article aimed to inform the development of human resource management concept and difference in the form of human resources management from past, present and future tend has been developed continuously on the basic consistent with the context of the social, political, economic, science and technology consisted of 1)Traditional human resource management concepts, focus on rigorous commanding control for efficiency. (Traditional philosophy) 2) The concept of human resource management in human relations model, focus on meeting the social and psychological needs of personnel in order to change working behavior to increase productivity. (Human Relation Philosophy) 3)The concept of human resource management, human resources are a valuable asset, as well as a "resource" that must be preserved and maintained in the organization to work together to achieve the goals of the organization. (Human Resource Philosophy) 4) The concept of human resource management focus on human capital. Human beings are the most important asset in the production of goods and services in the organization. Human beings can also develop endless possibilities to add value at any time.(human capital Philosophy) and have the model for human resource management as follows 1)Personnel administration (PA) 2) Personnel management (PM) 3) Human resource management (HRM) 4) Human capital management (HCM). It is important for those involved in human resource management to know and understand the concept of human resource management at different times in order to be able to analyze, synthesis and apply it in practice consistent with organizational goals.
