Organizational Factors Affecting Green Public Procurement Policy Implementation in Udon Thani Municipality

Abstract

     Green public procurement (GPP) policy implementation in Thai local government organizations continues to face organizational constraints, particularly regarding resource allocation, leadership commitment, and internal communication mechanisms-key barriers to achieving the national GPP targets under the 2022–2027 Action Plan. Objectives: This study aimed to (1) examine organizational factors affecting GPP policy implementation at Udon Thani Municipality and (2) propose practical guidelines for driving GPP implementation appropriate to the organizational context. Methodology: An Explanatory Sequential Mixed Methods design was employed. The quantitative phase surveyed 287 civil servants, contracted, and permanent employees (N = 1,009; Yamane formula, e = 0.05), using Pearson's correlation coefficient and Stepwise Multiple Regression Analysis. The qualitative phase conducted structured interviews with five senior executives and department heads, analyzed through content analysis. Key Findings: Six organizational factors—policy objectives and standards, attitudes of policy implementers, administrative methods, communication, resources, and leadership—significantly predicted GPP implementation at p < .001, collectively explaining 93.30% of the variance (R² = .933, F = 647.233). Novel Contribution: Policy objectives and standards demonstrated the highest initial influence (β = .897), which diminished when controlling for other factors, revealing the systemic and mutually reinforcing nature of organizational determinants. These findings support a holistic implementation approach integrating structural, cultural, and leadership dimensions, consistent with the Top-down Implementation.
