Abstract

The purpose of this article was to present a comparison of the quality assurance of basic education by domestic organizations and foreign organizations. The domestic organization was the Office of Nation Education Standards and Quality Assessment (ONESQA). The foreign organizations were certified by the Ministry of Education, such as, Western Association of Schools and Colleges (WASC), Council of International Schools (CIS), Education Development Trust (EDT), and New England Association of Schools and Colleges (NEASC). Assessments by domestic and international organizations were identical: assessments focus on learner quality, management quality, and organize learner-focused instruction using data from self-assessment reports (SARs) submitted by the school to the parent agency or supervisory agency as an important source of information, along with empirical data that can be verified at the school. At the end of the assessment, the results of the assessment must be developed and improved in order to achieve sustainable development. The difference between the assessment by domestic and foreign organizations was that when the assessment was done by a foreign organization, the school must have a quality international communication skills. In addition, there was a cost of implementation since the annual membership of the foreign organization that wishes to be assessed, including the cost of assessing according to the schedule of appointments. While the assessment by the domestic organization with the Office of Nation Education Standards and Quality Assessment (ONESQA) was free of charge.
