EVALUATION OF THE PROJECT FOR THE INTEGRATION OF SOCIAL WELFARE DATABASE IN THE DIRECT PAYMENT OF ELDERLY CITIZENS’ ALLOWANCE BY THE LOCAL ADMINISTRATION ORGANIZATION IN MUANG MUKDAHAN DISTRICT MUKDAHAN PROVINCE

Abstract

This article aimed on the evaluation of the Project for the Integration of Social Welfare Database in the Direct Payment of Elderly Citizens’ Allowance by the Local Administration Organization in Muang Mukdahan District, Mukdahan Province.In-depth interview with the key informants, together with the revision of related research documents were applied as the key method for the data collection. The result revealed the information as follows: 1) Related system to the paymentof theelderly citizens’ allowance was considered convenience and quick.The input procedure of the data regarding the eligible persons was precise. However, the data processing was still in a long time. 2)The quickness and consistency of the allowance receiving, the local administration organization had complied the common standard for the payment within the 10^th day of each calendar month. However, elderly citizens who used to receive the before the mentioned date might not be longer able to receive the allowance in their require period. 3) The overlapping of the payment by the local administration organization caused by the auditing system which had been conducted for the payment’s accuracy and the prevention of mistake of the payment to the non-eligibility person had built the elderly citizens’ confidence. 4) The budget administration for the payment, the local administration organization’s preparedness of sufficient budget in accordance to the requirement of the payment had built the confidence regarding the avoidance of the usage of the advances. 5) This article’s suggestions are the improvement of payment system for the prompt data retrieving and the promulgation of the explicit payment regulation.
