A DEVELOPING OF PRIMARY HEALTH CARE STRATEGY, RATCHABURI PROVINCE

Abstract

          The objectives of this article were to 1) study the contexts of public primary health operation, 2) develop a Ratchaburi public primary health care strategy, and 3) evaluate an experimental strategy. This research for development was divided into 3 phase as 1) study the contexts, samples were purposive in 12 key informant persons of responsible persons on province and district public primary health care, 2) develop a strategy in 28 key informant persons of 7 responsible persons on province public primary health care, 10 responsible persons on district public primary health care, 1 leader of province village health volunteers, and 10 in 28 key informant persons of the leader of district village health volunteers, 3) evaluate of an experimental strategy in 10 key informant persons of responsible persons on district public primary health care. Data collected using 1) interviews for study the contexts, 2) focus group discussion issues for developing a strategy, and 3) questionnaires for evaluation of an experimental strategy. Quality data were analyzed by content analysis and quantitative data were analyzed by percentage. The research results were found that: 1) the contexts of public primary health operation were village health volunteers to strong operate and coordinate with public health workers. The problems found that: village health volunteers have a lot of responsibility, lack of data recording system, lacked potential development, and unstandardized system of monitoring and evaluating performance, and lacked confidence in the information and advice, 2) The public health care strategies consist of: vision, 4 missions, 4 strategies issues, the goal was to provide people with expertise and quality, there are 4 strategic plans, 13 strategies, 13 operational measures, 10 target values, 3) The evaluation of an experimental strategy results were passed 8 of 10 target values or 80 percent.
